About this opportunity
This solicitation seeks proposals for three Indefinite Delivery/Indefinite Quantity contracts to provide Hazard Mitigation Technical Assistance Program support services to the Federal Emergency Management Agency. Contractors will enhance FEMA's capacity for pre-disaster, during disaster, and post-disaster mitigation and environmental responsibilities across three geographic zones in the United States and territories. The base period of performance is one year with four one-year option periods. Proposals are due February 18, 2020 and will be evaluated on key personnel qualifications, technical approach, past performance, and price.
The contracts have no set-aside designations. Work will be performed under Professional, Scientific and Technical Services NAICS 541690 and Construction and Building code R499. The incumbent contractors are not named. Task orders will be issued for an indefinite quantity of services with an estimated total value between $50-75M to be performed across FEMA regions and territories through the base and option years. Labor rates are provided for over 150 categories to be applied to any fixed-price task orders.

The purpose of this acquisition is to procure Hazard Mitigation Technical Assistance Program (HMTAP) services in support of the Federal Emergency Management Agency (FEMA)/Federal Insurance and Mitigation Administration (FIMA). Three (3) single-award Indefinite Delivery-Indefinite Quantity (IDIQ) contracts will be issued for three geographic zones covering the United States inclusive of its territories. One contract will be awarded for each zone. This support will provide enhanced capacity in meeting pre-disaster, during disaster, and post-disaster mitigation and environmental responsibilities with respect to HMTAP.
