This pre-solicitation notice is seeking hazard mitigation technical assistance program services to be performed by three contractors across three geographic zones in the United States and its territories. The purpose of this acquisition is to procure Hazard Mitigation Technical Assistance Program (HMTAP) services in support of the Federal Emergency Management Agency (FEMA)/Federal Insurance and Mitigation Administration (FIMA). Three (3) single-award Indefinite Delivery-Indefinite Quantity (IDIQ) contracts will be issued for three geographic zones covering the United States inclusive of its territories. One contract will be awarded for each zone. This support will provide enhanced capacity in meeting pre-disaster, during disaster, and post-disaster mitigation and environmental responsibilities with respect to HMTAP. This requirement is for $150 million (combined amount for all three contracts). Each contract will each have an IDIQ maximum amount of $50 million. This is a pre-solicitation notice issued in accordance with FAR 5.204. The solicitation will be posted approximately on the beta SAM site on/or about 3/16/2020.
