About this opportunity
U.S. Customs and Border Protection (CBP) has issued a Special Notice of Intent to award a sole source contract to Sikorsky Aircraft Corporation for technical assistance and support services for their fleet of UH-60 A/L/M Black Hawk helicopters. The notice indicates a contract opportunity focused on providing comprehensive maintenance and support for CBP's aircraft systems. Sikorsky is being considered exclusively due to their status as the Original Equipment Manufacturer (OEM), which gives them unique access to proprietary design specifications, technical references, and engineering data. The contract is structured to cover one 12-month base year with four additional option years, effectively spanning a potential five-year period. The support services will encompass extensive technical assistance including troubleshooting of critical aircraft systems such as engines, flight controls, hydraulics, pneumatics, electrical, and fuel systems.
The primary objective of this Special Notice is to formally communicate CBP's intent to issue a direct sole source contract to Sikorsky for specialized Field Support Representative (FSR) services. The contract will require Sikorsky to provide on-site technical support, primarily in Tucson, Arizona, with one primary FSR mandated to have at least 7 years of H-60 Blackhawk experience. Eligibility is effectively limited to Sikorsky, as the notice emphasizes their exclusive capabilities as the OEM, including proprietary repair schemes, reference materials, and engineering approvals. The contract will involve monthly status reporting, potential up to 22 trips per year, and comprehensive support including spare parts requests, on-the-job training, and coordination of non-standard repairs. While this notice is not a formal solicitation, it signals CBP's intention to move forward with the sole source award, with responses expected within two weeks of posting on SAM.gov. The total contract value will be determined through comparison with historical pricing and an Independent Government Cost Estimate.
