About this opportunity
The USDA Animal and Plant Health Inspection Service (APHIS) is soliciting proposals for 800-1000 molded fiberglass trays (Model #805-508 white) with dropped sides for the Mexican Fruit Fly Rearing Facility. The trays measure 30 7/8" x 15 7/8" x 2 7/8" and will be used throughout the fruit fly rearing process, including egg infesting, larval growth, and pupa holding at a facility that produces 100 million pupae per week. Key requirements specify that the trays must be free of pesticide or chemical residues that could adversely affect fruit fly production, as they are exposed to high-capacity daily usage and cleaning chemicals for sanitization. Contractors must provide a minimum 60-day warranty guaranteeing product quality and compliance with contract specifications, with USDA reserving the right to perform follow-up testing and return contaminated shipments. The proposal submission deadline is September 9, 2025, with delivery required by September 30, 2025.
This procurement is designated as a 100% small business set-aside under NAICS code 326199 (All Other Plastics Product Manufacturing) with a size standard of 750 employees. No incumbent contractors or current service providers are identified in the solicitation materials. While no specific contract value or budget range is disclosed, the quantity requirement of 800-1000 specialized fiberglass trays indicates a substantial procurement for maintaining the facility's high-volume fruit fly production operations. The trays must be delivered to the USDA APHIS PPQ Mexican Fruit Fly Rearing Facility in Edinburg, Texas, palletized and shrink-wrapped, with deliveries accepted Monday through Friday between 7 a.m. and 3:30 p.m. The facility has been operating in the Rio Grande Valley for decades and currently maintains production levels of 100 million pupae weekly, emphasizing the critical nature of these specialized trays for ongoing operations.

The Mexican Fruit Fly (MexFly) Rearing Facility has been rearing fruit flies (Anastrepha ludens) in the
Rio Grande Valley decades. The current production of pupae is currently set at 100 million pupae per
week. The fiberglass trays are used throughout the rearing facility to infest diet with eggs, grow larvae,
and hold pupae. They are put through high usage during the various life stages and development of the
Mexican Fruit Fly. Currently there is no other product evaluated as effective as these fiberglass trays that
can withstand the high-capacity usage that they are exposed to on a daily basis and to the cleaning
chemicals used to sanitize the trays.
