About this opportunity

The U.S. Army Corps of Engineers Rock Island District is soliciting architect-engineering (A/E) services for the design, review, and quality assurance of fiber reinforced polymer (FRP) hydraulic structures through a Single Award Task Order Contract (SATOC). The primary objective is to develop comprehensive engineering services including FRP hydraulic structure design, contract document preparation (plans, specifications, design analysis, and cost estimates), fabricator submittal reviews, and quality assurance inspections during construction. Key qualifications required include licensed professional engineers with specialized experience in structural engineering, FRP design, hydraulic engineering, and mechanical engineering, along with demonstrated capacity to deliver comprehensive design packages and technical competence with FRP materials. Evaluation will prioritize professional qualifications, specialized experience, technical competence, capacity to accomplish work, past performance, and knowledge of the locality, with interviews planned for the most highly qualified firms. Critical deadlines include technical inquiries due by 2:00 p.m. Central Time on September 30, 2025, via ProjNet (using Bidder Inquiry Key DVW799-PE4KR5), and SF 330 responses due by 2:00 p.m. Central Time on November 27, 2025, submitted via email to Bobbi Boeh and Nicholas Moore.

This solicitation has no set-aside designation and will be open competition. The SATOC has a total contract ceiling of $4,500,000 with a minimum guarantee of $5,000, structured as five one-year ordering periods, providing significant revenue potential for the selected contractor. Work scope encompasses designing or reviewing various FRP hydraulic structures including culvert valves, culvert valve bulkheads, miter gates, vertical lift gates, dewatering structures, sector gates, Tainter gates, and wicket gates, with structures intended to serve as drop-in replacements for existing hydraulic steel structures considering geometric constraints and weight limits. Services will be performed throughout the contiguous United States, though primarily within the U.S. Army Corps of Engineers St. Paul, Rock Island, Vicksburg, and New Orleans District boundaries covering Iowa, Illinois, Wisconsin, Missouri, Minnesota, Mississippi, Arkansas, and Louisiana. An industry day was held on September 25, 2025, with 22 attendees from major engineering firms including HDR Engineering, Massman Construction, TetraTech, Arcadis, AECOM, and Jacobs Engineering, indicating substantial industry interest in this opportunity.
