About this file
This document is a presentation for a Fiber Reinforced Polymer (FRP) Architect-Engineering Services Industry Day hosted by the U.S. Army Corps of Engineers on September 25, 2025. The presentation outlines a Single Award Task Order Contract (SATOC) for FRP hydraulic structure design services, with a total contract ceiling of $4.5 million over 5 one-year ordering periods. The contract will focus on developing design packages for FRP hydraulic structures, including project management, structural design, mechanical engineering, drafting, cost estimation, and quality assurance.
Potential offerors must submit Standard Form 330 (SF 330) responses by 2:00 p.m. Central Time on October 27, 2025, via email. The evaluation will use primary criteria including professional qualifications, specialized experience, technical competence, work capacity, past performance, and local knowledge. Firms are encouraged to submit questions through ProjNet by September 30, 2025. Upcoming opportunities include FRP bulkhead/stoplogs for Black Rock Lock in New York and a potential FRP Tainter gate projects Industry Day in November 2025. The U.S. Army Corps of Engineers is transitioning to FRP for hydraulic structure replacement where appropriate and cost-effective.

Introductions
Background
• USACE Headquarters Engineering and Operations leadership has a vision to transition to the use of FRP for replacement, and/or new construction of hydraulic structures where appropriate and cost effective per ECB 2024-08 and HQ Joint MFR on
FRP.
• USACE budget packages for funding now require a charette and life cycle cost analysis to determine if FRP is appropriate & cost effective.
Flap Gate (40-ft Head) (LRN Loyall, 2022)
Why?
• Expected surge in hydraulic structure replacement in next 25+ years
• FRP is another tool to execute work
• Steel manufacturers have limited capacity & delivery timelines are growing significantly
• FRP can be delivered sooner
• Lifecycle cost saving
• Reduced maintenance requirements

• Development of design packages for FRP hydraulic structures
• Project Management
• Structural design of hydraulic control structures utilizing composite materials
• Mechanical engineering
• Computer Aided Drafting and Design
• Cost estimating
• Specification preparation
• Engineering during fabrication including Quality Assurance inspections
• Hydraulic computational fluid dynamic (CFD) modeling
Contract Overview
• This Single Award Task Order Contract (SATOC) is being procured in accordance with the Brooks Act and implemented through the Federal Acquisition Regulation (FAR) Subpart 36.6, Architect-Engineer Services.
• Process will result in one Indefinite Delivery Indefinite Quantity (IDIQ)
• IDIQ will consist of 5-one-year ordering periods with a total contract ceiling amount not to exceed $4,500,000.
• Negotiated Firm-Fixed Priced Task Orders will be awarded off the IDIQ for FRP
A-E Services
• Responses/SF 330s are currently due NLT 2:00 p.m. Central Time, 27
October 2025
Selection Criteria
• The evaluation board will use the information provided in the SF330 to rate the primary criteria. Extra consideration may be given for offerors that exceed the minimum requirements.
• Criteria (a) through (e) are primary criteria.
• Criteria (a) Professional Qualifications and (b) Recent Specialized Experience and Technical Competence are equally weighted.
• Criteria (c) Capacity to Accomplish the Work, (d) Past Performance, and (e)
Knowledge of Locality are equally weighted.
• Criteria (a) and (b) are weighted more heavily than criteria (c), (d), and (e) when combined.
Selection Criteria Cont.
• Criteria (f) through (h) are secondary criteria, equally weighted, and will only be used as a tiebreaker in the event there are multiple technically equal firms after the interviews with the most highly qualified offerors are conducted.
• All criteria must be documented in the SF 330.
• Letters of commitment are required if credit for the experience and past performance of key subcontractors is desired.
Primary Criteria
a) Professional Qualifications
b) Recent Specialized Experience and Technical Competence
c) Capacity to Accomplish the Work
d) Past Performance
e) Knowledge of Locality
Secondary Criteria
• The secondary criteria will not be used to determine whether a firm is highly qualified but will only be used as a tiebreaker should it be needed after final interviews of the most highly qualified firms.
(f). Geographic Proximity of Firm Relative to Primary Mission Area (g). Volume of DoD Contracts Awarded to Firm (h). Small Business and Small Disadvantaged Business Participation
• All three Secondary Criteria will be weighted equally
