U.S. ARMY CORP ENGINEERS - ROCK ISLAND DISTRICT (MVR)
FRP ARCHITECT ENGINEER SERVICES SATOC
SYNOPSIS
Revised 16 October 2025
1. CONTRACT INFORMATION
This Single Award Task Order Contract (SATOC) is being procured in accordance with the Brooks Act and implemented through the Federal Acquisition Regulation (FAR) Subpart 36.6, Architect-Engineer Services. Please note that in accordance with FAR 36.209, Construction Contracts with Architect- Engineer Firms (A-E), no contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates, except with the approval of the head of the agency or authorized representative. Additionally, the FAR requires the Government to avoid, neutralize or mitigate potential significant organizational conflicts of interest which include the awarded SATOC designer’s involvement and relationship with the construction firm proposing on the future construction project. Firms may be disqualified from competition for the future construction contract where a potential unfair competitive advantage or an organizational conflict of interest is found.
The SATOC will have five (5) one-year ordering periods and a total ceiling amount not to exceed $4,500,000.00. The contract minimum guarantee amount is $5,000.00. See section 4 “Selection Criteria” for information on the evaluation criteria. The contract will consist of individually negotiated firm-fixed priced task orders. Interviews will be held with at least three of the most highly qualified firms. The most highly qualified firm based on the evaluation of the selection criteria presented in the SF 330s and content of the interviews will be provided the SATOC base Statement of Work (SOW) and requested to provide a firm fixed price proposal.
The Government seeks to coordinate all work through one Prime Contractor or single leadership from a Joint Venture. The Prime Contractor or Joint Venture will have the point lead in managing the overall private design service team to include all subcontracted firms. The SF300 should include a list of firms being proposed for your team and generally state services provided by each firm. Describe the overall management philosophy, including the team structure with a general organization chart, Quality Control Plan, and Project Management strategy.
The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act as determined by the employee's office location (not the location of the work). All personnel rates, inclusive of overhead, will be negotiated for the contract period at the time of the original award.
2. GENERAL DESCRIPTION OF SERVICES
Services under this contract will primarily consist of structural engineering, riverine/maritime/hydraulic control structure design, design utilizing composite materials, specifically fiber reinforced polymer (FRP), and Computer Aided Drafting and Design (CADD) for civil works projects within the primary mission area comprised of U.S. Army Corps of Engineers St. Paul, Rock Island, Vicksburg, and New Orleans District boundaries (Iowa, Illinois, Wisconsin, Missouri, Minnesota, Mississippi, Arkansas, and Louisiana). All CADD products are to must be developed using Autodesk software. Projects outside the primary mission area of responsibility, limited to continental United States (CONUS), may be added at the Government’s discretion upon by mutual agreement of the A-E firm and the Government. The ordering agency is the U.S. Army Corps of Engineers, Rock Island District, Contracting Office. Rock Island District, USACE, will be an integral part of the technical team managing this SATOC through the design, solicitation, and construction phases. This project requires comprehensive design and support services to take the project(s) to 100 percent design. Then continued engineering support through USACE solicitation and construction phases. Work will require extensive coordination within USACE, primarily the Inland Navigation Design Center, Rock Island District, and possibly the Engineering Research and Development Center.
Typical products required under task orders include but are not limited to: preparation of preliminary and final designs, analyses, and reports; construction contract drawings and specifications including preparation of drawings using computer aided design (CAD) using Advanced Modeling (BIM) for engineering and design to deliver two and three-dimensional designs and drawings in Autodesk software; preparation of quantity take-offs and MCACES cost estimates and cost estimating risk analysis;
preparation of contract specifications utilizing SPECSINTACT software; engineering during fabrication;
commissioning; and quality assurance during fabrication and installation.
The A-E must accomplish the required services and furnish to the Government plans, specifications, construction cost estimate, and design analysis with supporting material developed during the period of service as set forth herein. During the execution of work, the A-E must provide adequate supervision and quality control to assure the accuracy, quality, timeliness, and completeness of the work.
3. PROJECT DESCRIPTION
USACE seeks FRP replacements for a multitude of hydraulic steel structures in its inventory. The hydraulic steel structures that may be replaced include, but is not limited to, slide gates, miter gates, vertical lift gates, dewatering structures (including bulkheads), sector gates, Tainter gates, and wicket gates. The new FRP structures are intended to be drop-in replacements to the greatest extent possible, taking into account geometric constraints, weight limits, compatibility with existing operating machinery, and future maintenance and inspection considerations.
4. SELECTION CRITERIA
Selection criteria are listed below. Minimum requirements are listed in this section for each criterion.
The evaluation board will use the information provided in the SF330 to evaluate the criteria, and extra consideration may be given for offerors that exceed the minimum requirements.
