About this opportunity
The Federal Highway Administration is conducting market research through a Request for Information due August 24, 2026 at 2:00 PM EDT for anticipated multiple-award Indefinite Delivery Indefinite Quantity contracts or Blanket Purchase Agreements supporting the Office of Policy and Governmental Affairs in evidence-based transportation studies, legislative affairs, international engagement, and policy communications. The government is analyzing small business capabilities to determine set-aside strategy and has not yet decided the allocation between full and small business competitions.
This is a re-compete of services currently performed by Battelle Memorial Institute, Deloitte Financial Advisory Services, Guidehouse, ICF Incorporated, Leidos, MacroSys, RCF Economic & Financial Consulting, and WSP under an existing BPA titled "Program Support for Highway Policy Analysis."
Work encompasses four activity areas: Highway Policy Information (cost-effectiveness assessment, policy analysis, financing mechanism evaluation, freight-flow analysis); Legislative and International Affairs (quantitative modeling, benefit-cost analysis support, data system design, program evaluation); Policy Communications (technical authorship, editorial support, intergovernmental analysis, international transportation studies); and Transportation Policy Studies (data analysis, Enterprise Performance Management tools, event facilitation, strategic planning support). Performance occurs primarily remotely with select, infrequent in-person attendance and authorized travel, including international travel for global benchmarking.
The anticipated contract ceiling is $19 million over five years, with individual task order values ranging from $40,000 to $1 million. Task orders will be issued as firm-fixed-price, time-and-materials/labor-hour, or hybrid. Administrative oversight is based in Washington, DC 20590. Capability Statements must not exceed ten pages, single-spaced, 12-point font or larger, and include UEI, NAICS 541611 size standard classification, and responses to a seven-question skills questionnaire. Questions are accepted through August 7, 2026, with Q&A now posted.
