About this opportunity
The Federal Highway Administration seeks proposals through a Broad Agency Announcement for its Accelerating Market Readiness Program 2019. The BAA provides up to $3 million total to conduct rapid assessments of emerging surface transportation innovations through eight contracts, cooperative agreements, or other assistance awards valued between $200,000 to $500,000 each. Proposals will be evaluated based on an innovation's technical merits and market potential, the plan for achieving readiness, and cost/price reasonableness. Submissions are due by February 25, 2019.
There are no set-aside designations. Awards will range from $200,000 to $500,000 totaling $3 million to support assessments over an estimated two year period with performance primarily in Washington, DC. Eligible proposals must assess innovations at Technology Readiness Level 5 or higher within applicable NAICS codes like 541715 or PSC codes R425 or R499 to receive consideration for one of the anticipated eight available awards.

This Broad Agency Announcement (BAA) is contemplated in accordance with FAR 6.102(d)(2) and FAR 35.016. A formal Request for Proposals or other solicitations regarding this announcement will not be issued. This BAA is an expression of interest only, and does not commit the Government to pay any proposal preparation costs. All responsible sources capable of satisfying the Government's needs may submit a proposal. The Government reserves the right to award either contracts, assistance agreements, or other instruments determined to be of benefit to the Government in achieving the goals of this program.
