QUESTIONS AND RESPONSES

1. Please clarify applicant eligibility; specifically, is a State Institution of Higher Education eligible to apply? Yes

2. The BAA specifically calls out interest in “technologies that are at a TRL of 5 or higher”

– are these technologies expected to have undergone a formal TRL assessment, or is it reasonable to use a perceived TRL, based off of the attached guidelines on fbo?

It is reasonable to use the attached reference on TRL to identify the innovation’s current TRL. If a TRL study or other assessment of the innovation’s readiness level has been conducted, that information may be included in the White Paper (See Page

13 of the BAA).

3. If an aspect of a technology was formally assessed at a lower TRL than 5, but with end-user evaluations of an existing prototype, could be expected to reach a TRL of 7 or greater, would this technology be eligible for the program?

Based on the information provided in this question, the subject technology may be evaluated to be eligible for the program. The BAA states that the TRL scale is being used as a “frame of reference” (Page 6) so the readiness of the innovation will be assessed at the time of the White Paper review.

4. Question: Are commercial or not-for-profit companies who propose and are awarded a procurement contract under this BAA exempt from the Cost Sharing requirements?

The Cost Sharing requirements are based on the type of award made by the government; cost share requirements would not apply to contracts (See Page 9 of the BAA).

5. I wasn’t completed (SIC) sure based on the AMR information, is an academic institution able to apply/lead an AMR grant submission or just participate on a DOT submission?

Per Page 3 of the BAA, “All responsible sources capable of satisfying the

Government’s needs may submit a proposal.”

6. Are items that are market-ready suitable for the AMR program?

No. A product that is fully market ready does not fall within the purview of the

AMR program (See page 4 of the BAA).
