About this opportunity
Military Sealift Command seeks OEM technical services for five-year calendar-based maintenance on four Rolls-Royce–powered T-EPF class vessels (USNS YUMA, USNS CARSON CITY, USNS BRUNSWICK, and USNS NEWPORT) plus a 4,000-hour 4K service on USNS TRENTON, with proposals due June 23, 2026. The procurement is sole source to Rolls-Royce Solutions/MTU America under 10 U.S.C. 3204(a)(1); the justification rests on MTU being the only responsible source, as the EPF class vessels are engineered specifically around the MTU 20V8000M71L Main Propulsion Diesel Engine and non-OEM parts would require multi-year structural redesign at unacceptable cost and pose mission-critical and personnel safety risks.
Place of performance is Norfolk, Virginia. The NAICS code is 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance; PSC is J020, Maint/Repair/Rebuild Of Equipment—Ship and Marine Equipment. Work encompasses Main Propulsion Diesel Engine maintenance including disassembly and reassembly at qualification levels QL1 through QL4, hose replacement and expansion joint certification on fuel oil and lube oil systems, ABS Continuous Machinery Survey coordination, performance testing (minimum four hours per engine), and compliance with USCG, ABS, and IMO regulatory standards including SOLAS. The contractor must provide an OEM-authorized field service representative on-site from work initiation through completion and dock trials. Only OEM-authorized or MSC-qualified technical representatives and OEM parts are permitted. Government furnishes lube oil and engine coolant additive; the contractor supplies all tools, special tools, lubricants, degreasers, and materials. Solicitation amendment 0001 extended the original June 17 due date to June 23, 2026, and added the USNS TRENTON 4K service requirement. Award is fixed-firm-price. MSC previously performed similar maintenance under expired IDIQ contract N3220520D6713.
