About this file

This is a Statement of Work (SOW) for scheduled maintenance of four Main Propulsion Diesel Engines (MPDEs) aboard the USNS TRENTON (T-EPF 5). The work requires 4,000 hours of technical services and industrial support to maintain MTU Series 8000 Diesel Engines (Model 20V8000M71L) located in two engine rooms. The contractor must provide an Original Equipment Manufacturer (OEM) authorized field service representative who remains on-site from work initiation through completion and dock trials. Only OEM-authorized or MSC-qualified technical representatives and OEM parts are permitted for this critical safety item work.

The SOW specifies maintenance tasks organized by qualification levels (QL1 through QL4) based on disassembly requirements, with intervals ranging from 500 to 4,000 operating hours. Key requirements include coordinating system tagouts with ship's force, arranging ABS surveyor inspections at the halfway point for Continuous Machinery Survey credit, providing 24-hour notice before engine opening, and supplying all tools and materials including special tools, lubricants, and degreasers. The contractor must complete performance testing for a minimum of four hours per engine, submit "as found" and "as released" condition reports with three typewritten and one electronic copy, and provide an Engine Start-Up Certification within one day of completion. Government-furnished materials include lube oil and engine coolant additive. All work must comply with manufacturer standards and include detailed documentation of parts removed and installed, with particular attention to ABS NOX rule-compliant combustion parts. The related solicitation (N3220526Q0046) indicates additional similar maintenance requirements for USNS YUMA, USNS CARSON CITY, USNS BRUNSWICK, and USNS NEWPORT under the Department of the Navy Military Sealift Command.

QUALITY ASSURANCE REQUIREMENTS

At least one member of the ship’s force will be assigned to assist with quality assurance efforts whenever diesel work is being accomplished.

Make it known to all personnel working on the engine that electrical and electronic controls and devices are present and may require necessary precautions and isolations that must be protected from damage during the overhaul period.

Enclosure 2.2.1 for engine specific model and serial number data. This information is required for identification of correct parts for completion of work identified in Section 7.0.

STATEMENT OF WORK REQUIRED

Coordinate with ship’s force to tagout all required systems and equipment. Drain and dispose of any liquid, to vessel tanks.

Only lead Original Equipment Manufacturer (OEM) authorized or qualified representatives will be permitted to temporarily remove, inspect, refurbish, and reinstall main diesel components.

The OEM representative is to remain on-site from the beginning of work until completion of work with satisfactory dock trials. If there is a need to change the lead OEM representative during this scheduled maintenance action, ship’s force is to schedule a turnover meeting with the departing and arriving lead OEM representatives to ensure a proper turnover is accomplished.

At the halfway point of the engine overhaul, the contractor representative will contact ABS to conduct an inspection for credit towards the unit's Continuous Machinery Survey. The unit will not be closed until approval is granted by the ABS surveyor. Provide the attending ABS Surveyor, MSC Port Engineer and Chief Engineer with a minimum of 24-hour notice as to when the unit will be open and ready for inspection by the ABS Surveyor.

The OEM will provide all tools and material required, including, but not limited to special tools, rags, degreaser, lubricant and loctite for accomplishment of all elements of this work item. Ship’s force will NOT provide any tools.

Only OEM parts are to be used in the accomplishment of work under this work item.

Ship’s force is to schedule and provide a representative to attend a daily meeting onboard the vessel with OEM representatives to review data collected and the work planned for the next twenty-four (24) hour period.

Accomplish the requirements associated with 4,000 operating hours as found in Reference 2.1.3, as listed below in Table 293–1, using References 2.1.1 and 2.1.2 as guidance. Maintenance Tasks are available in Reference 2.1.1.
