The National Oceanic Atmospheric Administration (NOAA), Eastern Regional Acquisition, Norfolk, VA on behalf of Office of Marine and Aviation Operations (OMAO) is soliciting a requirement to perform repairs and modifications to the underwater fasteners aboard the NOAA Ship Ferdinand Hassler, Norfolk, VA. Provide all labor, material and equipment in accordance with the attached Statements of Work.


This RFQ is 100 percent set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 336611, which has a corresponding size standard of 1,000 employees.


A Solicitation will be issued September 17, 2014 and will close October 2,, 2014.


The total period of performance for all work specified in the Statement of Work is October 10, 2014 through October 31, 2014.


A pre-bid site visit is strongly encouraged. Site visits can be arranged with the Contracting Officer's Technical Representative, Jon Rix. Mr. Rix can be reached at 757-441-3495 or at jon.e.rix@noaa.gov.


Evaluation factors for Award


The Government will issue a firm fixed price purchase order to the responsible bidder whose bid, conforming to the solicitation results in the best value to the Government, considering both price and nonprice factors as specified in the solicitation. The following factors will be used to evaluate quotations:


Past Experience: Vendors shall provide a minimum of three jobs of similar scope and size within the past three years.


Price: Vendors will be evaluated on the basis of low price in conjunction with past experience.


Vendor must submit Certificate of Liability Insurance with quote.


Vendor must submit Attachment B form with quote.


All responsible sources may submit a quotation which shall be considered by the agency. The anticipated award date is on or about October 6, 2014. Contractors are encouraged to register with the FedBizOpps Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis/solicitation is posted).
