NOAA Ship FERDINAND R. HASSLER

Revised September 16, 2014 #MOA2-13(14)

1. SCOPE. These specifications contain the requirements for commercial dive operations to renew underwater fasteners for buoyancy appendages on NOAA Ship FERDINAND R. HASSLER (S-250).

2. GENERAL.

2.1 References.

2.1.1 NOAA Standard Specification AMC-000-3C, “General Requirements Small Purchase Ship Repairs”

2.1.2 ABS Steel Vessels Under 90 Meters (295 Feet) in Length

2.1.3 NOAA Ship FERDINAND R. HASSLER Drawing M286-085-FA02, “General Arrangements”

2.2 Requirements.

2.2.1 References 2.1.1 and 2.1.2 form a part of these

Specifications. All provisions and requirements contained therein are applicable to all work items, including all additional work items which are authorized by the Contracting Officer.

2.2.2 Provide Condition Reports in Adobe Portable Document Format (PDF) and two hard copies to the COR.

2.2.3 Maintain a Work Plan Schedule. Update the Schedule weekly and provide a copy to the COR 24-hours prior to the scheduled weekly progress meeting.

2.2.3 In the event the contract performance period includes the Columbus Day Holiday, no dive operations or shipboard hotwork or COR inspections shall be scheduled on 13 October.

2.2.4 NOAA Ship FERDINAND R. HASSLER is Classed by the American Bureau of Shipping (ABS). All fabrication and materials shall be in accordance with reference 2.1.2. to retain ABS Class.

2.2.5 This is primarily a Performance Based work specification.

Some details are provided for clarity. Overall, the design and execution of work items within the work package are the Contractor’s responsibility. Work item requirements and guidance drawings provided may or may not fully describe all work required to meet regulatory requirements. However, all work performed

Revised September 16, 2014 #MOA2-13(14) shall comply with regulatory requirements. Only the costs of ABS ship surveys and inspections will be borne by the Government under a separate procurement action. Scheduling of ABS surveys and inspections is the Contractor’s responsibility.

2.2.6 Track all measurements, tests and inspections required

by specifications or procurement documents. Document all results and findings on a Condition Report.

2.2.7 Notify the COR at least four hours, but not more than 24 hours, in advance of conducting each required test and inspection, notify the COR in order to allow the COR the opportunity to witness, or to arrange for another NOAA representative to witness the tests and inspections. If the COR or other NOAA representative is not present at the scheduled time of the test or inspection, and if the required four hour advance notification was furnished to the COR, the Contractor may proceed with the test or inspection.

2.3 Notes.

2.3.1 The following general characteristics of the ship is

provided for information:

3. BASIC ITEM

3.1. ITEM 301 Dive Operations to Renew Underwater Fasteners

3.1.1 References:

(a) NOAA Ship Ferdinand R. Hassler drawing, M286-PH3-FD01-00, “Buoyancy Appendage”

(b) The Columbia Group drawing 6000695, “Typical Buoyancy Appendage”

(c) Buoyancy Appendage Weight and Volume

(d) NOAA Ship Ferdinand R. Hassler drawing M286-631-FC61, “Paint Schedule”

3.1.2 Government Furnished Materials:

(a) Bolts: ½ inch-13UNC-3A, 2-1/2 inch length, ASTM F593 304 condition SH (strain hardened CRES 304) fasteners.

Approximately 300 fasteners with estimated value of $3,500

(b) Spring Lock Washers: Bellville spring, Inconel, flat load rating 5,600 pounds, minimum 0.515 inch ID, maximum 1.5 inch OD (available from Solon Manufacturing Co. as Part # 8EH125718).

Approximately 1,200 spring washers with estimated value of $17,000

(c) Flat Washers: 1-1/16 inch OD, 17/32 inch ID, with .07-.13 thick thickness, 316 stainless steel (McMaster Carr #919508033 or equivalent). Approximately 300 fasteners with estimated value of $300

3.1.3 Requirements:

a. Provide commercial dive operations including all labor, material and equipment to renew an estimated 300 sets of bolts and washers currently holding 18 of the 32 existing buoyancy appendages in place using new GFM fasteners listed above.

b. Note: These 18 of 32 total appendages are located on the inboard sides of the displacement hulls with more hydrodynamic loading and higher risk for fastener failures.

Revised September 16, 2014 #MOA2-13(14)

b. Provide Contractor Furnished Material (CFM) as follows:

(1) CFM Clamping Bars: Fabricate Clamping Bars by cutting an estimated 200 linear feet of Grade 316 stainless steel flat stock measuring ½ inch thick x 3 inch wide into small sections for divers to install. Fabricate these clamping bars with a minimum of three bolts in each section to distribute hydrodynamic loading across the fiberglass appendages. Provide

1.5 inch radius corners on all cut sections [oval shape].

Grind smooth all rough edges for diver inspections. Determine the number of sections and the length of each section to be cut based on the ability to align bolts with bolt holes.

(2) CFM Gaskets: Provide an estimate 200 linear feet of rubber gasket material measuring 1/16 inch thick x 3 inch wide with a 70 durometer rating. Cut gasket sections to match clamping bar lengths and shapes.

c. Prepare and preserve new CFM clamping bar sections and all disturbed surfaces in accordance with reference 3.1.1.d.

d. Remove a conservative small number of selected sets of existing bolts, lock washers and flat washers currently holding buoyancy appendages in place. Use extraordinary care and caution to always maintain firm positive control of the appendages in place.

e. Two of the estimated 300 existing bolts have sheared off.

f. For Estimating Purposes, anticipate up to fifteen existing bolts may need to be extracted or need special tools for removal.

g. Coat new bolt threads with Loctite Marine Grade Anti-Seize.

h. Renew existing bolts with new GFM bolts, spring lock washers and flat washer assemblies. Use one new GFM spring lock washer under the head of the bolt with the convex side facing toward the head of the bolt. Install three more spring lock washers with the convex sides facing away from the head of the bolt. Install one flat washer under the four spring washers.

i. Install bolt, spring lock washer and flat washer assemblies through the new clamping bars, new gaskets, existing appendage and existing gasket [under the appendage] so the flat washers bear against the clamping bars.

Revised September 16, 2014 #MOA2-13(14)

j. Torque the bolts to 910 inch-pounds. Obtain concurrence of COR with a torque sequence plan.

k. Deliver un-used CFM bars and gaskets and all un-used GFM to the COR for use as spares.

3.1.4 Notes: None
