About this opportunity

The Federal Emergency Management Agency (FEMA) Region VI has issued a solicitation seeking quotes for brand-name Nutanix software licenses and HYCU backup solution licenses and support services. The procurement specifically requires Nutanix Unified Storage Pro, Nutanix Cloud Infrastructure Pro, and HYCU Flexi Core 1 Year Subscription licenses, with no equivalent products accepted due to the critical nature of the existing infrastructure that supports daily backups and archives for multiple FEMA regions. This is a license renewal for existing systems where transitioning to alternative providers would require significant redevelopment, reconfiguration, and retesting that could cause operational disruptions. The solicitation will be evaluated using a Lowest Priced Technically Acceptable (LPTA) methodology, prioritizing cost-effectiveness while ensuring technical compliance. Questions must be submitted to Contracting Officer Destiny Dyson by 12:00 PM CST on July 25, 2025, with final quotes due by 12:00 PM CST on August 4, 2025.

This procurement is designated as a Total Small Business set-aside under NAICS code 513210 (Software Publishers) with a small business size standard of $47 million, and Nutanix appears to be the incumbent contractor based on the sole source justification documentation. The government has established a budget ceiling of $173,000 for this requirement, though the detailed RFQ indicates the anticipated budget should not exceed $170,000. Delivery terms require fulfillment within 60 days after receipt of order, and all correspondence must reference the RFQ identifier "70FBR625Q00000043" to avoid processing delays or disqualification. The place of performance is specified as Denton, Texas, where FEMA Region VI operations require these critical data storage and virtualization solutions. The procurement emphasizes the mission-critical nature of maintaining existing system compatibility and operational continuity for the agency's disaster response capabilities.
