Place of performance is 130 228th Street SW, Bothell, WA 98021. The contractor shall provide all labor, parts, and materials for preventative maintenance, inspections, repairs, and reporting on a service elevator, including examination, adjustment, lubrication, and replacement of pump units, jack units, controllers, valves, dispatching equipment, selectors, car systems, hoistway components, and fixtures. Wire ropes must be renewed as necessary to maintain safety factors; motor and generator repair or replacement is excluded. Testing must comply with ANSI A 17.1 periodic testing requirements. Individual repair work orders cannot exceed $5,000 without prior written government approval. The contractor must provide 24/7 elevator telephone monitoring by a service call center included in the monthly contract price. Work is performed Monday through Friday, 7:00 AM to 4:00 PM, excluding federal holidays, unless otherwise approved. One day's notice is required before on-site visits.
The base contract period runs August 3, 2026 through August 2, 2027, with four one-year optional extension periods extending through August 2, 2031. This procurement is subject to Service Contract Act Wage Determination 2015-5535 for Snohomish County, Washington. Amendment 1, effective July 9, adds a mandatory site visit on July 16 at 1300 hours Pacific Daylight Time; all offerors must submit attendee names by July 15. Evaluation criteria include technical capability and approach, relevant experience and past performance, price reasonableness, and compliance with requirements.

All site visit attendees must provide a government issued identification, such as a valid drivers license, state issued ID, or passport.
All vehicles entering Government property are subject to search.
