About this opportunity
The Federal Emergency Management Agency (FEMA) is seeking contractor support through a Request for Information (RFI) for the Integrated Public Alert and Warning System (IPAWS) Technical Support Services Facility (TSSF) Recompete. The procurement involves comprehensive technical support services including 24/7 monitoring, activation, and support center operations for over 2,000 Alerting Authorities across federal, state, local, tribal, and territorial jurisdictions. Key requirements include establishing a Contractor-Owned and Contractor-Operated (COCO) facility within 10 miles of FEMA Headquarters, maintaining Government Furnished Equipment, and providing specialized personnel including a Project Lead, Senior Technical Specialist, Technology and Training Subject Matter Expert, Senior Cybersecurity Specialist, and Software Integration and Engineering Specialist. All personnel must be U.S. citizens, with the Senior Cybersecurity Specialist requiring Top Secret security clearance. The RFI response deadline is September 5, 2025, at 3:00 PM EST, with questions due by August 29, 2026, and responses must be submitted electronically to Erin Cotter with a 13-page limit including detailed responses to eight specific questions.
This opportunity has no set-aside designation and no current contractors or incumbents are identified in the documentation. The anticipated period of performance is expected to begin in March 2026, though no specific contract duration is provided in the available materials. The procurement involves supporting a complex infrastructure that serves over 2,000 Alerting Authorities nationwide, requiring continuous operational capability and specialized technical expertise. The contract will involve managing closed IPAWS environments for alert creation, testing, and demonstration of new alert and warning technologies. No budget ranges or award values are specified in the pre-solicitation materials, as this RFI is being conducted solely for market research and information gathering purposes to identify potential sources capable of providing the required technical support services.
