About this opportunity
The Federal Emergency Management Agency (FEMA) is seeking proposals for commercial services to support the arbitration of claims related to the Hermit's Peak/Calf Canyon Fire. The contract will require the development and maintenance of a roster of qualified arbitrators, the conduct of arbitration hearings, and the issuance of final written decisions. FEMA intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract using a best value trade-off process, evaluating proposals on corporate experience, key personnel, management plan, past performance, and price. Proposals are due by July 25, 2024, and the anticipated award date is August 15, 2024.
This is a full and open competition with no set-asides. The contract will use a hybrid structure with firm-fixed-price, labor-hour, and time-and-materials contract line items. FEMA estimates up to 800 arbitration hearings will occur during the 12-month base period and two 12-month option periods. The place of performance is Santa Fe, New Mexico.
