About this opportunity

The Federal Emergency Management Agency (FEMA) is seeking a contractor to perform Department of Transportation (DOT) inspections and repairs for 83 trailers located at Craig Field in Selma, Alabama. This unrestricted competitive solicitation, issued under FAR Part 13 Simplified Acquisition Procedures, aims to recertify vehicles that were staged during the Hurricane Helene response. The government intends to award a single Firm Fixed Price contract and will evaluate proposals based on technical approach, past performance, and price, with technical approach being the most critically weighted factor. Potential offerors must be registered in the System for Award Management (SAM) and submit their proposal via email to Contracting Officer Edward Ruud and Contract Specialist Danielle Sweetney by 12:00pm ET on April 16, 2025. Questions from potential bidders were due by 3:00pm ET on April 11, 2025, and all proposals must utilize the mandatory Attachment B Price Template for pricing submissions.

The solicitation does not have a specific set-aside designation and covers a diverse fleet including 2 box trucks, 26 chassis, 26 trailers, and 29 chassis trailers. The work must be completed within 20 days after receipt of order, with performance hours restricted to 7:00am - 4:00pm at Craig Field, located at 600 West Park Road in Selma, Alabama. While no specific award value is explicitly stated, the contract requires comprehensive DOT inspections and potential repairs using an extensive list of potential repair parts covering electrical, mechanical, structural, and safety-related components. The project falls under the Automotive Mechanical and Electrical Repair and Maintenance NAICS category (81111) and targets ensuring all trailers are road-worthy before the staging yard closes. Contractors will be responsible for providing all labor and parts costs for potential repairs across all 83 vehicles, with no government-furnished equipment or materials to be provided.
