The solicitation is divided into four lots: Electronic Resources/Databases (Lot 1), Document Delivery Services (Lot 2), Associated Publications (Lot 3), and Specialized Access/Product Integration (Lot 4), with contractors required to offer Lot 1 services to be eligible for Lots 3 and 4. Key requirements include firm-fixed unit pricing, volume discounts at specified thresholds, availability of products and services to federal agencies nationwide and worldwide across multiple organizational levels, and monthly sales reporting. Evaluation criteria encompass past performance, technical expertise, project management capabilities, cost control, timeliness, and business relations, as documented through the past performance questionnaire. The original proposal submission deadline was October 10, 2024, but Amendment 0002 extended it to October 15, 2024 at 9:00 AM EST, with questions directed to Contracting Officer Tariq Miakhel at tmiakhel@loc.gov and Contract Specialist Elinda Deans at ehar@loc.gov.
This solicitation carries no set-aside designations and does not identify any incumbent contractors. The guaranteed minimum contract amount is $3,000 per IDIQ contract, with a maximum cumulative value of $200,000,000 per contract, representing substantial potential award values for successful offerors. The contract period consists of one base year with three one-year option periods, extending through December 31, 2028, providing a multi-year engagement opportunity. Eligible ordering agencies include federal entities in the executive, legislative, and judicial branches, independent agencies, and their authorized contractors.
