About this opportunity
The Federal Mediation and Conciliation Service (FMCS) is conducting market research through this Sources Sought notice to identify qualified contractors capable of providing Application Development and Support Services (ADSS) for the agency's Microsoft 365 environment and related enterprise systems. The procurement encompasses full lifecycle IT services including application development, system enhancements, operations and maintenance, modernization support, cloud migration, and security and compliance activities across multiple platforms and applications. Qualified vendors must demonstrate minimum five years of cloud-based ADSS experience, ten years implementing enterprise mission-critical systems, and expertise in Microsoft 365 development, Power Platform, Azure services, and federal IT security compliance standards including FISMA, NIST 800-53, OMB A-130, and Section 508 accessibility requirements. CMMI Level 3 certification is required, along with experience supporting regulatory agencies and distributed user bases. Interested vendors must submit capability statements not exceeding 10 pages, including company details, relevant experience, federal contract history, and Rough Order of Magnitude (ROM) pricing estimates by April 6, 2026 at 5:00 PM EST to Bronson Madero (bmadero@fmcs.gov), with responses serving as market research input rather than formal evaluation criteria for contract award.
The procurement carries no small business set-aside designation, and no incumbent contractor is identified in this notice. The requirement is structured with a 12-month base period followed by up to three optional 12-month extension periods, supporting approximately 90 internal users and 15,000 external users across multiple mission-critical applications including case management, arbitration services, financial disclosure processing, and FOIA management. Work is organized under two Contract Line-Item Numbers: CLIN 1 for operations and maintenance and minor enhancements under 40 hours per task, and CLIN 2 for major enhancements and new development exceeding 40 hours per task, with an initial concurrent three-month investigation phase to assess the current environment and deliver modernization recommendations. Award values and budget ranges are not disclosed in this market research notice; however, vendors are encouraged to provide ROM pricing estimates to support development of the Government's Independent Government Cost Estimate. The government is considering NAICS codes 541512 and 541519, with vendors encouraged to recommend the most appropriate classification.
