This is a Sources Sought Notice issued by the Federal Mediation and Conciliation Service (FMCS) for Application Development and Support Services (ADSS) supporting the agency's enterprise Microsoft 365 environment and related systems. The notice is for market research purposes only and does not constitute a solicitation or promise to award a contract.
FMCS seeks contractor support to provide comprehensive full lifecycle IT services including application development, modernization, system integration, operations and maintenance (O&M), system assessments, cloud migration support, and security and compliance activities. The current environment encompasses Microsoft Power Platform (Power Apps, Power Automate, Power Pages, Dataverse, SQL), SharePoint Online, Microsoft Teams, Collabware Collabspace (Enterprise Records Management), LMS365, custom .NET applications hosted in Azure, and AWS-hosted public-facing systems. The environment supports approximately 90 internal users and 15,000+ external users across 2 major applications and 12-15 active applications managing mission-critical functions including case management, arbitration services, financial disclosure, and FOIA processing. The requirement is divided into two CLINs: CLIN 1 covers Operations & Maintenance and Minor Enhancements (less than 40 hours per task), while CLIN 2 covers Major Enhancements and New Development (greater than 40 hours per task). An initial three-month Investigation Phase will assess the current environment, identify gaps and risks, and deliver modernization recommendations and roadmaps. Services must address FISMA, NIST SP 800-53, OMB A-130, Section 508 accessibility, Authority to Operate processes, continuous monitoring, and secure development practices. The anticipated period of performance is a 12-month base period with up to three additional 12-month option periods. NAICS codes under consideration are 541512 and 541519.
Interested vendors must submit capability statements not exceeding 10 pages by April 6, 2026 at 5:00 PM EST to Bronson Madero (bmadero@fmcs.gov). Required information includes company details (name, address, UEI, CAGE Code, business size, socioeconomic status), relevant experience with Microsoft 365 environments and Power Platform, federal IT security and compliance experience, federal contract history, and Rough Order of Magnitude (ROM) pricing estimates for each CLIN to support development of the Government's Independent Government Cost Estimate. Vendors are encouraged to provide ROM estimates for the initial investigation phase, optional modernization efforts (AWS to Azure migration), and licensing support, including labor categories, estimated hours, and typical labor rates. Additional requested input includes recommended contract type (FFP, LH, T&M), pricing structure, CLIN structure, NAICS code recommendation with rationale, feedback on draft requirements, proposed labor categories and staffing approach, and identification of any existing contract vehicles (GSA MAS, GWACs). Telephone inquiries will not be accepted, and responses will not be returned.
