Work is organized under two Contract Line-Item Numbers: CLIN 1 covers O&M, minor enhancements requiring less than 40 hours per task, and support activities; CLIN 2 covers major enhancements exceeding 40 hours and new initiatives. The contractor must conduct a three-month investigation phase concurrent with O&M operations, evaluating the current M365 environment, identifying issues, collecting requirements, and providing modernization recommendations. Optional tasks include documentation, modernization assessments, and migration roadmaps for the case and conflict management system (CCMS), arbitration system, FMCS web environment (WordPress/AWS), and AWS-to-Azure migration support.
Technical qualifications required include minimum five years providing ADSS in cloud environments, ten years implementing enterprise mission-critical systems, demonstrated expertise in Microsoft 365 development and administration, Power Platform experience, Azure services knowledge, federal IT security and compliance experience (FISMA, NIST 800-53, OMB A-130, Section 508 accessibility), CMMI Level 3 certification, relational database experience (SQL Server, PostgreSQL, Oracle), and experience with regulatory agencies and distributed user bases. Personnel must obtain Tier 2 Moderate Risk background investigation with favorable adjudication. The contractor shall submit monthly status reports by the fifth of each month and monthly financial dashboards tracking planned versus actual expenditures. All FMCS information must be segregated from other data, handled in compliance with federal information security standards, and not destroyed without prior written contracting officer approval, with violations subject to contract termination for default or cause.
