About this opportunity
The Federal Election Commission is seeking qualified vendors to provide IT support services for enterprise architecture, including the operation, maintenance, and updating of multiple mission-critical applications and systems that support federal election campaign finance administration and public disclosure. Key contract requirements include expertise in Java, Apache Tomcat, SQL development, database optimization, Oracle and PostgreSQL databases, Informatica, Crystal Reports, SecDevOps, Shell Scripts, and AWS cloud infrastructure. The contractor must maintain three primary application suites—Searchable Legal Applications, Disclosure Applications, and Reports Analysis (RAD) Modules—all deployed in AWS environments with strict compliance standards including minimum 85% code coverage, WCAG 2.1 AA accessibility compliance, OWASP Application Security Verification Standard 4.0 compliance, and adherence to SOC1, SOC2, SOC3, ISO 27001/27017/27018, ISO 9001, PCI, and FedRAMP standards. The RFI evaluation will consider available purchasing schedules, recommended contracting strategies, appropriate Special Item Numbers (SINs) and NAICS Codes, small business certifications, and relevant project experience demonstrating capability to manage these complex systems. The deadline for questions is March 11, 2026, at 12:00 PM ET, with RFI responses due by March 13, 2026, at 12:00 PM ET, submitted electronically to Contracting Officer Raven Childs (rchilds@fec.gov) in Microsoft Word or searchable Adobe PDF format not exceeding 25 pages.
This RFI is unclassified as a set-aside for small business or other socioeconomic categories, and the current incumbent contractor is Tygart Technology, Inc., which has performed under contract GS-35F-0619V/9531BP21F0015 since May 1, 2021. The anticipated new contract will have a 60-month period of performance consisting of one 12-month base period and four 12-month option periods, with 100% remote work required and place of performance at 1050 First Street NE, Washington, DC 20002. All contractor personnel must be legally eligible to work in the U.S. and available during FEC core working hours (Monday-Friday, 10:00 a.m.-2:30 p.m. ET), with Public Trust clearance required. The RFI is for market research and information gathering purposes only; the FEC makes no commitment to issue a subsequent Request for Quotation, make awards, or reimburse response costs, and all responses become FEC property. Responses must include five sections: Business Information, Contract Information (including relevant purchasing schedules), Technical Response (maximum 20 pages), Related Experience, and Price Estimate, with a designated project manager required to serve as key personnel throughout contract performance.
