Federal Election Commission Enterprise Architecture Request for Information (RFI) IT Support Services

1. Description The Federal Election Commission (FEC) is seeking information from qualified, experienced vendors/contractors about securing a commercial vendor to operate, maintain and update several applications and systems. The current requirement is being performed by Tygart Technology, Inc. under contract number GS-35F-0619V/9531BP21F0015. The current contract has a period of performance from May 1, 2021, through April 30, 2026, including option periods.

1.2 This is a Request for Information (RFI) only

This RFI is only for the purpose of identifying potential contractors as part of the FEC’s market research. The FEC will not reimburse contractors for any expenses associated with their response to this RFI. Responses to this notice are not offers and cannot be accepted by the FEC to form a binding contract. Responses to the RFI become FEC property and will not be returned. Respondents will not be notified of the result of the review.

This RFI is issued for information and planning purposes only and does not itself constitute a Request for Quotations (RFQ). There is no commitment by the FEC to issue an RFQ, make an award or awards, or to be responsible for any monies expended by industry to respond to this RFI.

All information received in response to this RFI marked “Proprietary” will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.

2.0 Program information

2.1 Background

The FEC was created by Congress in 1974 to administer and enforce the Federal Election Campaign Act (FECA) - the law that governs the financing of federal elections. The duties of the FEC are to disclose campaign finance information, to enforce the provisions of the law such as the limits and prohibitions on contributions and to oversee the public funding of presidential elections.

The Applications Branch of the Office of the Chief Information Officer (OCIO) ensures agency employees have software and other technology that allows them to perform their day-to-day responsibilities administering and enforcing campaign finance law. The branch is responsible for developing and supporting analytic reporting tools that help staff perform their disclosure and compliance duties.

In addition, the branch supports systems that serve as the public’s primary source of campaign finance legal resources. In this way, the Applications Branch and OCIO serve a pivotal role in ensuring the FEC protects the integrity of the federal campaign finance process by supporting the agency's legal and compliance staff in their objectives of promoting compliance with and interpreting FECA and the related statutes and by ensuring that the public has access to reliable data describing how candidates raise and spend funds to support their campaigns.

2.2 Anticipated period of performance

The FEC anticipates the period of performance to be sixty (60) months, including one (1) 12-month base period and four (4) 12-month option periods.

2.3 Anticipated place of performance

The FEC anticipates 100% remote work. The contractor may choose the location(s) from which to perform the required services in compliance with FEC Policy 58-4.11, Federal Election Commission Policy on Use of FEC Information Systems While Traveling to Foreign Countries, and the policy’s list of high-risk countries. All contractor staff assigned to work under the contract must be legally eligible to work in the U.S.

The FEC’s core working hours are Monday through Friday between 10:00 a.m. and 2:30 p.m. eastern time (ET). Contractor personnel assigned to this project must be available during these hours. The FEC’s general working hours are Monday through Friday between 8:00 a.m. and 5:30 p.m. (ET). With notice and agreed upon dates and times, the government may request in-person meetings. If on-site visits are required, contractor personnel will be required to adhere to health and safety guidelines for accessing the FEC’s building.
