IT Support Services
Questions and Answers
Q1. RFI Page 2, Section 1.1 Description:
Is there an incumbent contractor currently performing these or similar IT support services for the Enterprise Architecture? If so, could the Government please provide the current contract number and incumbent name?
A1: See Amendment 0002, Section 1. The incumbent contractor is Tygart Technology, Inc. under contract # GS-35F-
0619V/9531BP21F0015
Q 2. RFI Page 4, Section 3.2.5 Price estimate:
To provide the most accurate price estimate for this Firm-Fixed-Price requirement, could the Government provide historical metrics regarding the Level of Effort (LOE)? Specifically, what is the historical average of monthly Jira tickets, unscheduled requests, and concurrent active development tracks across the application suites?
A2: During the past 12 months, the average number of tickets per month was 226 with nearly 58% of the tickets being for the Disclosure Applications and RAD Modules.
Q 3. Attachment 1 - Draft Requirements, Page 1, Section C.3 Scope: The Place of Performance is listed as 1050 First Street NE, Washington DC. Will the Government allow for remote or hybrid work for the development and maintenance team, or is 100% on-site presence required?
A3: See Amendment 0002, Section 2.3. The FEC anticipates 100% remote work.
Q 4. Attachment 1A - Searchable Legal Systems, Page 2, Architecture:
The architecture documentation notes that the Database tier currently uses Amazon RDS (Oracle 11g) and "Will migrate to Amazon Aurora PostgreSQL". Furthermore, multiple applications rely on "Oracle stored procedure". Is this migration project (including the refactoring of Oracle stored procedures into PostgreSQL) part of the scope of this resulting contract, or is this migration being handled separately prior to award?
A4: See Amendment 0002, Attachment 1, Section C.3. This selected vendor will be expected to finish the work started by the current vendor.
Q 5. Attachment 1 - Draft Requirements, Page 7, Section C.4.15 Quality Assurance Surveillance Plan (QASP):
The Acceptable Quality Level for tested code states there must be a "Minimum of 85% test coverage of all code". Does the existing codebase currently meet this 85% threshold, or will the incoming contractor inherit technical debt and be expected to write retroactive tests to achieve this metric?
A5: The current code base does not meet the 85% threshold. The incoming vendor will not be expected to write retroactive tests to achieve this metric.
Q 6. Attachment 1C - RAD Modules, Page 8, Architecture:
The architecture specifies the use of "IBM Domino Server located in Microsoft Hyper-V" and older frameworks such as ".NET 4.0". Are there ongoing or planned initiatives to modernize these specific legacy components to cloud-native technologies, or is the scope for these components strictly limited to "as-is" maintenance?
A6: The work will primarily support “as-is” operations and maintenance, including applying necessary patches and updates to ensure system stability and security. Occasionally, these applications must be updated to meet the new specifications as legislative, regulatory and policy requirements change.
Q 7. Attachment 1 - Draft Requirements, Page 9, Section C.4.15 Quality Assurance Surveillance Plan (QASP):
The Security performance standard mentions that dependencies are scanned with tools "such as Snyk and npm audit" and static code analysis uses passive scanning with tools "such as OWASP ZAP". Will the Government provide the enterprise licenses and infrastructure for these specific DevSecOps CI/CD tools, or should the contractor include the cost of these tool licenses in their price estimate?
A7: The government will provide necessary scanning tools.
Q 8. Attachment 1A - Searchable Legal Systems, Page 5, Environment and Shared Responsibilities:
The requirements state that upon completion of development and testing in development servers, contractors "must provide detailed instructions to DBA or System Administrator for Test or Production Deployment". To help us understand the delivery lifecycle, what is the average turnaround time for the FEC System Administrator to execute a deployment once the contractor submits the Request for Chance (RFC) and deployment instructions?
A8: RFCs are approved weekly. After approval, the implementation process usually takes one or two days.
Q 9. Attachment 1A - Searchable Legal Systems, Page 3, Availability and Service Level Agreement (SLA):
The SLA requires that "Critical bugs or Urgent issues must be acknowledged within 2 hours and assign resources to fix it or find temporary workaround within 12 hours". Do these SLA response times apply 24/7/365, or do they only apply during standard Government business hours?
A9: The SLAs only apply to standard government business hours. The FEC’s standard business hours are Monday through Friday between 8:00 a.m. and 5:30 p.m. (ET).
Q 10. Attachment 1 - Draft Requirements, Page 3, Section C.4.1 General Performance:
Given that the contractor will be handling mission-critical, public-facing applications and agency data, what are the specific background investigation or security clearance requirements (e.g., Public Trust) for contractor personnel?
A10: Public Trust
Q 11. Core Infrastructure (AWS & Environments):
The requirements state that "All Application Branch applications are deployed in the FEC's AWS cloud environment" and that all servers for Development, Test, and Production "should be built by FEC System Administrator". Can the Government confirm that the FEC covers all AWS infrastructure, hosting, and operating system licensing costs for all environments, and that the contractor is not required to price in any separate development or testing sandboxes?
A11: The government confirms the FEC covers all AWS infrastructure, hosting, and operating system licensing costs for all environments.
Q 12. Database (Oracle & PostgreSQL):
The architecture documentation for the Searchable Legal Systems notes that the database tier currently uses Amazon RDS (Oracle 11g) and "Will migrate to Amazon Aurora PostgreSQL (with Enterprise License)". Will the Government provide, hold, and fund the Enterprise License for Amazon Aurora PostgreSQL (as well as the existing Oracle COTS licenses ), or must the contractor include database licensing costs within their Firm-Fixed-Price estimate?
A12: The government will provide, hold, and fund the Enterprise License for Amazon Aurora PostgreSQL (as well as the existing Oracle COTS licenses).
Q 13. Issue Tracking & CI/CD (Jira, GitHub, Jenkins):
The contractor is required to "Use Jira and GitHub to track Issues" and utilize "CI/CD (currently in Jenkins)" for code compiling and security scanning. Will the FEC provide the contractor's development team with the necessary user licenses/seats to access the agency's existing enterprise instances of Jira, GitHub, and Jenkins, or is the contractor required to procure their own licenses to fulfill this requirement?
A13: The FEC provides the necessary user licenses/seats.
Q 14. Informatica:
The solicitation requires an Informatica tool expert to "patch and upgrade the agency's Informatica servers and maintain, modify and create new mappings". Because this is listed as a COTS application, can the Government explicitly confirm that the FEC owns and maintains all necessary Informatica software licenses, and that the contractor is only responsible for the labor (administration/expertise) rather than procuring any Informatica licensing?
A14: The government confirms that the FEC owns and maintains all necessary Informatica software licenses.
