About this opportunity

The Federal Deposit Insurance Corporation seeks to procure and implement an enterprise-level acquisition lifecycle solution based on Appian's Government Acquisition Management Suite (GAMS), with proposals due July 1, 2026. This is a firm-fixed-price contract with no set-aside.

The procurement implements three integrated modules—Contract Writing, Contract Filing, and Early Acquisition Planning—to replace the legacy Automated Procurement System (APS) and Consolidated Document Information System-Contract Electronic Filing (CDIS-CEFile). Place of performance is off-site at the contractor's facility, with onsite training required at FDIC offices in Arlington, VA or Dallas, TX.

The contract is structured around four performance-based Contract Line Items with Agile team delivery: Discovery Period (6 Full-Time Equivalents, one month); Contract Writing Module (6 FTEs, 17 months, 70 users); Contract Filing Module (4 FTEs, 12 months, 900 users); and Early Acquisition Planning Module (1 FTE, 6 months, 100 users). The Period of Performance consists of a 2-year base period, one 12-month option period, and two $0 six-month option periods. Total training scope covers approximately 1,100 personnel. Payment for Modules 1–3 includes a 20 percent holdback until each module reaches production release.

The contractor must provide fully staffed cross-functional teams with key personnel designated as Project Manager (with Appian Platform implementation experience and Bachelor's degree minimum), Scrum Master (Agile and Scrum certified preferred), Solution Architect, Lead Developer, Change Manager, and Data Migration Lead. Prior Appian GAMS implementation experience is required. Work must utilize Agile methodologies with iterative, timeboxed sprint development.

Critical requirements include data migration from legacy systems (approximately 400 gigabytes APS storage, 140 gigabytes CDIS-CEFile storage with 5 percent annual growth), FedRAMP-compliant Low-risk categorization with FDIC Authority to Operate, compliance with FDIC security standards, System Security Plan, Security Assessment Plan, multi-factor authentication, Section 508 digital accessibility, and disaster recovery with maximum 72-hour downtime. Contractors must complete background investigations and obtain PIV cards during post-award transition. Integration with PeopleSoft, Blackboard, and Enterprise Data Warehouse systems is required. Oral presentations and solution demonstrations are scheduled approximately seven calendar days after proposal closing, with 180 minutes allocated per offeror.

The NAICS code is 541512, Computer Systems Design Services. The PSC category is DA01, IT and Telecom—Business Application/Application Development Support Services (Labor).
