About this opportunity
The Federal Detention Center Honolulu, operating under the Department of Justice Bureau of Prisons, is soliciting quotations for supplemental food subsistence items covering the first and second quarters of fiscal year 2026. This Request for Quotation (RFQ 15BH0N26PR000001) encompasses a comprehensive range of food products including meats, poultry, fish, dairy, vegetables, beans, rice, pasta, sauces, dressings, and various prepared food items, with detailed National Menu Specifications provided for each category. Offerors must strictly adhere to all specifications with no substitutions permitted, register in the System for Award Management (SAM) database with a valid Unique Entity ID, and accept government purchase cards for orders under $15,000. The government will evaluate quotations based primarily on price with past performance as a secondary criterion, with poor past performance, delivery failures, or specification non-compliance potentially resulting in disqualification. Quotations must be received by January 8, 2026, at 2:00 PM Hawaii Standard Time, with an anticipated contract award date of January 12, 2026.
This procurement is set aside exclusively for small businesses under a firm-fixed price contract type. No incumbent contractor or current contract holder information is identified in the solicitation materials. While specific budget or award value ranges are not disclosed in the available documents, the comprehensive nature of the food categories and quantities detailed in the bid report indicate a substantial procurement supporting the detention facility's operational needs. Delivery is required Monday through Thursday between 7:00 a.m. and 11:30 a.m., with all deliveries to be completed by February 28, 2026, and must meet strict temperature control requirements (34-40°F for non-frozen perishables and 0°F or below for frozen items). The place of performance is the Federal Detention Center located at 351 Elliott Street, Honolulu, Hawaii 96819, with all deliveries required to the Elliott Street rear gate entrance.
