About this file

This document contains additional instructions and delivery schedule details for food deliveries to the Federal Detention Center (FDC) in Honolulu, Hawaii. The instructions specify strict requirements for food item delivery, including temperature controls (34-40°F for non-frozen perishables, 0°F or below for frozen items), mandatory three-month minimum shelf life for frozen products, and a conditional receipt process allowing three days for inspection and testing. Vendors must palletize all deliveries and adhere to a narrow delivery window of 7:00 a.m. - 11:30 a.m., Monday through Thursday, at the Elliott St. rear gate entrance.

Critical vendor compliance requirements include replacing recalled items within 7-10 days, picking up refused products at the vendor's expense within two weeks, and meeting all delivery specifications by February 28th, 2026. Non-compliance can result in contract cancellation and potential removal from future solicitation opportunities. Vendors must confirm delivery availability by calling 808-838-4200 ext. 2302 or 1200 prior to delivery, and any products showing signs of prior thawing will be automatically refused.

ADDITIONAL INSTRUCTIONS FOR FDC HONOLULU:

All items will be closely inspected. Items may require thawing and cooking to determine specification compliance. Receipt of delivery will be conditional for a period of three days to allow for adequate examination and testing. Frozen items must have a shelf life of three months minimum. Failure to comply with specifications will be considered as nonconformance to the terms of the contract, and the contracts may be canceled. Items which are conditionally received and found to be unacceptable must be picked up at the vendor’s expense within two weeks of notification of noncompliance. If a refused product is not picked up within two weeks, it will be disposed of.

All deliveries must be palletized. All non-frozen, perishable foods must be delivered between 34 degrees F to 40 degrees F. All frozen foods must be delivered at 0 degrees F or below.
