FDA's Center for Devices and Radiological Health (CDRH), through the FDA Office of Acquisition and Grant Services, is issuing a Sources Sought Notice to identify qualified sources for expert scientific and technical consultants supporting medical device regulatory review, with responses due November 17, 2026. No set-aside is used. The notice is market research only: it is not a solicitation, does not commit the Government to contract, and does not promise a future RFQ, and the Government will not pay response costs. The notice requests size classifications from large and small respondents, including HUBZone, 8(a), SDVOSB, VOSB, WOSB, and SDB. The draft Statement of Work covers consultation on 510(k), PMA, and De Novo applications, presubmission meetings, regulatory research, written reviews, and cybersecurity and digital health consultations, using consultants across disciplines including cardiology, biomedical engineering, statistics, and virology. A future Blanket Purchase Agreement would accept Firm Fixed Price, Labor-Hour, and Time & Materials call orders. The draft period of performance is a base year from January 30, 2027 through January 29, 2028, four optional one-year periods, and a six-month extension option. Work is performed on-site at FDA's White Oak Campus in Silver Spring, Maryland, and remotely. Requirements include a Public Trust Position – Tier 2 background investigation, mandatory FDA training, and FDA information security, privacy, and incident response protocols, along with GFP inventory records. Attachment B, the vendor feedback form, requests capability confirmation, prior contract experience with values and prime or subcontractor status, existing vehicles such as GSA Schedules, NAICS confirmation (541611 suggested), joint venture capability, and comments on the draft SOW.
