The procurement is set aside for small business concerns under NAICS Code 334516, Analytical Laboratory Instrument Manufacturing, with a 1,000-employee size standard.

Place of performance is Silver Spring, Maryland (10903 New Hampshire Avenue). The FDA's Laboratory of Cellular Hematology requires one BioFlux 200+ or equivalent flexible shear flow system compatible with an existing Nikon Eclipse Model TE200-U inverted microscope. The equipment must be new, not refurbished, and capable of providing uniform pressures, reproducible shear flow rates (0–200 dynes/cm²), single and bi-directional flow, pulsatile flow simulation up to 120 bps, environmental control with dual gas input options, 24 individual experiments per plate throughput, support for 24/48/96-well plate configurations, integrated computer workstation, and a minimum one-year full manufacturer's warranty. Delivery is FOB Destination.

Offerors must be registered and active in SAM with a valid UEI by the quote submission deadline. Quotations must include country of manufacture, price, technical specifications demonstrating capability to meet all minimum requirements, and an Accessibility Conformance Report based on the Voluntary Product Accessibility Template for any items not compliant with Section 508 standards.
