About this opportunity
The Federal Bureau of Prisons, specifically Federal Correctional Institution McDowell, is soliciting offers for a comprehensive camera system upgrade to replace sixteen compound cameras, two perimeter-road camera posts, and multiple recreation yard cameras. The existing surveillance infrastructure, installed over a decade ago, has reached end-of-life status with documented deficiencies including frequent outages, poor nighttime visibility, insufficient resolution for identification, inadequate perimeter coverage, and escalating maintenance costs due to discontinued parts. The agency requires Cisco equipment specified in the technical documentation, including Catalyst IE3300 network switches, support contracts, power supplies, and licensing to modernize the system in compliance with Bureau of Prisons Program Statement requirements and correctional security best practices. The solicitation emphasizes that the upgrade is essential to maintaining staff safety, inmate accountability, and secure institution operation while enhancing the facility's ability to investigate incidents and deter misconduct. Offers are due by May 6, 2026, at 9:00 AM ET, with the contracting officer being Joseph D Riffe under solicitation number 15B12226Q00000014.
This opportunity is designated as a Total Small Business set-aside. The solicitation incorporates Federal Acquisition Regulation clauses by reference and specifies delivery FOB Destination unless otherwise noted. The specific quantities, unit prices, and total contract value are to be detailed on continuation sheets, with offerors required to complete pricing blocks and contractor information on the solicitation form. Performance of the work will occur at FCI McDowell located in Welch, West Virginia 24801. The procurement falls under NAICS 3343 (Audio and Video Equipment Manufacturing) and PSC 6710 (Cameras, Motion Picture), indicating the government's classification of this equipment acquisition.

INTRODUCTION:
This memorandum provides justification and technical specifications for replacing sixteen (16) cameras on the compound, two (2) perimeter‑road camera posts, and multiple cameras in the recreation yard at FCI McDowell. The existing camera infrastructure has reached end‑of‑life, exhibited degraded performance, and no longer met Bureau of Prisons (BOP) security standards for resolution, reliability, or evidentiary-quality video retention.
Upgrading these systems is essential to maintaining staff safety, inmate accountability, and the secure operation of the institution.
BACKGROUND:
The current camera system at FCI McDowell was installed more than a decade ago and has undergone only limited incremental upgrades. Over the past 24 months, Facilities and SIS have documented:
Frequent camera outages due to failing switches and power components
Poor nighttime visibility and insufficient resolution for identification
Limited coverage on the compound walkways and blind-spot areas
Inadequate perimeter‑road visibility, especially during low‑light or inclement weather
Rec yard cameras unable to provide clear footage for incident review
Increasing maintenance costs and lack of replacement parts due to discontinued models
These deficiencies directly impact the institution’s ability to investigate incidents, deter misconduct, and maintain situational awareness. Modernizing the system ensures compliance with BOP Program Statement requirements for digital video surveillance and aligns with current correctional‑security best practices.
