About this file

This is a Camera Specification Sheet justifying and detailing technical requirements for upgrading the video surveillance system at FCI McDowell, a Federal Bureau of Prisons facility. The Bureau of Prisons requires replacement of sixteen (16) compound cameras, two (2) perimeter-road camera posts, and multiple recreation yard cameras due to end-of-life infrastructure installed over a decade ago. The existing system has experienced frequent outages from failing switches and power components, poor nighttime visibility, insufficient resolution for identification purposes, limited coverage in compound walkways and blind-spot areas, inadequate perimeter-road visibility in low-light and inclement weather conditions, and inadequate recreation yard footage for incident review. Current maintenance costs are escalating due to unavailable replacement parts for discontinued models.

The specification document lists approved Cisco equipment required to modernize the system in compliance with BOP Program Statement digital video surveillance requirements and correctional security best practices. The quoted equipment includes Catalyst IE3300 network switches (Model IE-3300-8U2X-A), support contracts (CX LEVEL 1 8X5XNBD), a 480W AC Power Supply (PWR-IE480W-PCAC-L), network and DNA Advantage licenses, software, a 16GB SD Memory Card, and rugged SFP transceivers. Each line item is assigned a Contract Line Item Number (CLIN) for tracking purposes. The specification prioritizes staff safety, inmate accountability, secure institution operation, incident investigation capability, and misconduct deterrence through enhanced surveillance visibility and video retention quality.

Federal Bureau of Prisons Upgrade Camera System Specification FCI McDowell 22APR26

1. Introduction This memorandum provides justification and technical specifications for replacing sixteen (16) cameras on the compound, two (2) perimeter‑road camera posts, and multiple cameras in the recreation yard at FCI McDowell. The existing camera infrastructure has reached end‑of‑life, exhibited degraded performance, and no longer met Bureau of Prisons (BOP) security standards for resolution, reliability, or evidentiary-quality video retention.

Upgrading these systems is essential to maintaining staff safety, inmate accountability, and the secure operation of the institution.

2. Background The current camera system at FCI McDowell was installed more than a decade ago and has undergone only limited incremental upgrades. Over the past 24 months, Facilities and SIS have documented:

Frequent camera outages due to failing switches and power components

Poor nighttime visibility and insufficient resolution for identification

Limited coverage on the compound walkways and blind-spot areas

Inadequate perimeter‑road visibility, especially during low‑light or inclement weather

Rec yard cameras unable to provide clear footage for incident review

Increasing maintenance costs and lack of replacement parts due to discontinued models

These deficiencies directly impact the institution’s ability to investigate incidents, deter misconduct, and maintain situational awareness. Modernizing the system ensures compliance with BOP Program Statement requirements for digital video surveillance and aligns with current correctional‑security best practices.
