About this opportunity
The Federal Bureau of Prisons Federal Correctional Institution McDowell seeks subsistence products for fourth-quarter fiscal year 2026 delivery, with bids due May 22, 2026, at 1:00 p.m. EST. This is a total small business set-aside.
Place of performance is Welch, West Virginia. The solicitation covers approximately 50 line items across canned vegetables and beans, grains, dairy products, proteins, condiments, spices, and disposable food service items, with deliveries to be made FOB destination to the FCI McDowell warehouse on a weekly, as-needed basis. All products must have a minimum shelf life of 90 days from delivery date.
Evaluation criteria weigh technical and past performance combined at 75% and price at 25%, with greater emphasis placed on past performance and delivery schedule. NAICS code is 311991 (Perishable Prepared Food Manufacturing); PSC code is 8945 (Food, Oils And Fats).
Bids must be submitted on Standard Form 1449 with original signatures and include telephone numbers. Submission options include mail, hand-carry, fax to 304-436-7389, or email to jriffe@bop.gov. All prices must be FOB destination. Offerors must complete representations and certifications via OCRA at sam.gov and comply with Central Contractor Registration and DUNS Number requirements. Bidders whose case counts differ from posted quantities must provide calculations showing price for posted quantities alongside actual case count and price; failure to annotate calculations will result in line-item bid rejection.
Past performance issues including expired product deliveries, specification failures, or unpleasant communication result in placement on a do-not-award list for the following quarter, and future bids from such vendors will be voided. Contact: Joe Riffe, Supervisory Contract Specialist, 304-436-7386, jriffe@bop.gov.
Notice text
Evaluations will be based upon past performance, socio‐economic status, overall price and delivery schedule. Greater emphasis will be placed upon past performance and delivery schedule. In addition to your price, if your quantities such as case count differ from what is posted, please do the calculations to match what your price would be as if you were delivering what is posted also post your actual case count and price as well. If the calculations are not done and annotated on the bid sheet, your line‐item bid price will not be accepted. Due to numerous items that have attempted delivery with expired dates or not meeting specifications, etc....., we will document those items and you will be listed on a do not award list for the following quarter. Meaning if you submit a bid on future solicitations and you have past performance issues the entire bid will be void. Past performance issues can encompass numerous issues. If our warehouse rejects any item, please be respectful and just pick it back up. Unpleasant communication means we will not be communicating at all the following quarter………..Emailed bids should be sent to: jriffe@bop.gov
