About this opportunity
The Federal Bureau of Prisons, Federal Correctional Institution (FCI) Loretto in Pennsylvania, is seeking to procure fresh bread products through Solicitation No. 15B20825Q00000013. The procurement requires weekly deliveries of three specific bread products: 13,000 hot dog buns, 31,000 hamburger buns, and 5,800 packages of sliced bread (22-26 slices per loaf), all of which must be fresh and delivered within 48 hours of baking to meet CID standards. This is structured as a firm-fixed price contract on an "all or none" basis, meaning vendors must submit pricing for all line items to be considered for award. The evaluation will consider price-related factors (assessed for fairness and reasonableness), past performance, and technical capability in accordance with FAR 13.106-2(b)(3). Quotes are due September 8, 2025, at 9:00 a.m. EST via email submission only to k1riley@bop.gov, with the solicitation having been posted on August 27, 2025.
This procurement is designated as a Total Small Business Set-Aside under NAICS code 311999 (All Other Miscellaneous Food Manufacturing) with a small business size standard of 700 employees. No incumbent contractor information is provided in the solicitation materials, and no specific award value or budget range is disclosed. The contract period of performance spans the first quarter of FY 2026, from October 1, 2025, through December 31, 2025, with weekly deliveries scheduled on a will-call basis at the government's discretion. Deliveries must be made F.O.B. destination to FCI Loretto at 772 Saint Joseph Street, Loretto, PA 15940, between 7:00 a.m. and 1:00 p.m. Eastern Time, with no deliveries permitted on weekends or federal holidays. The substantial weekly quantities totaling nearly 50,000 bread products indicate this is a significant subsistence contract supporting the correctional facility's food service operations.
