About this opportunity

The Federal Bureau of Prisons at Federal Correctional Institution Gilmer seeks asphalt repair services for its facility in Glenville, West Virginia, with quotations due May 26, 2026 at 12:00 p.m. The procurement is a 100% small business set-aside, foreclosing competition outside that category.

Place of performance is Glenville, WV 26351. The work scope requires removal and repair of damaged asphalt in the parking lot in front of the Utilities Building and Warehouse areas, grinding damaged sections, applying a minimum 1.5-inch topcoat of asphalt, and re-striping parking areas in front of the Powerhouse building. The damage resulted from a 2024 watermain break causing lifting, washouts, and cracking. All work must comply with current industry standards and AASHTO guidelines. The contractor is responsible for obtaining all necessary permits, and work must be completed within six months of contract award. Work hours are limited to 7:30 a.m. to 3:30 p.m., Monday through Friday, excluding weekends and federal holidays. The facility will remain occupied during construction; contractors must minimize operational disruptions and allow for potential security delays including inmate movements, lockdowns, and institution emergencies.

Required insurance includes workers compensation ($100,000), comprehensive general liability ($500,000 per occurrence), and comprehensive automobile liability ($200,000 per person and $500,000 per occurrence). Performance and payment bonds at 100% of contract price are required if award exceeds $150,000.

Evaluation will weigh past performance approximately equal to price in determining best value. Quotations must be submitted via email to J2Hutchison@bop.gov with original signatures, include SF 1449 (blocks 17a, 20, 30a, 30b, 30c), quote sheets with offeror name and UEI number, and estimated shipping and delivery lead times. A mandatory site visit is scheduled for May 19 at 9:00 a.m. at 201 FCI Lane.
