The contract will be awarded on a firm-fixed-price basis, with payments for awards at or below $10,000 made via Government Purchase Card and awards exceeding $10,000 issued as purchase orders payable by electronic funds transfer. Deliveries must be palletized and suitable for offloading onto a 4-foot elevated dock, with non-frozen perishables maintained at 34-40 degrees Fahrenheit and frozen products at 0 degrees Fahrenheit or below; vendors who fail to meet delivery schedules or specifications will be indefinitely removed from future awards. The Federal Bureau of Prisons, Federal Correctional Institution, El Reno, Oklahoma, intends to issue solicitation 15B50726Q00000015, for the requirement of QUARTERLY – BREAD. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2024-03. This solicitation is 100% small business set aside. The NAICS code for this requirement is 311812, which contains a size standard of number of employees not to exceed 500 employees. Offers will be FOB destination with delivery being April 03, 2026, through June 26, 2026. Deliveries will be made to Federal Correctional Institution 4205 Highway 66 West, El Reno, OK 73036, in accordance with the delivery schedule contained in the solicitation. The contract type will be a firm-fixed price. Past performance will be considered approximately equal in value to price. Past Performance (poor past performance, failure to deliver awarded items in the past, not meeting required specifications, etc.), may result with the vendors quotes being considered as a non-responsible vendor. The Government will award to the responsible offeror(s) whose offer conforms to the solicitation based on price. Payments will be made via Government Purchase Card for awards at or below $10,000.00. Awards that are over $10,000.00 will be written as purchase orders and payable by EFT. The solicitation will be made available on or about February 25, 2026, and will be posted to Contract Opportunities found from website: https://sam.gov Hard copies of this solicitation will not be made available.
