About this opportunity
The Federal Bureau of Investigation (FBI) has published a Special Notice for the Global Multiple Award Construction Contract (GMACC), a multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) contract for construction services. The notice is posted by the Redstone Arsenal Field Office and follows Federal Acquisition Regulation (FAR) 7.107 requirements for contract consolidation and bundling. The GMACC will be structured across three geographic regions: National Capital Region, Redstone Arsenal, and Outside the United States, with the FBI planning to award 5-7 vendors per region. The contract will support construction projects ranging from $750,000 to $18 million, with a total anticipated contract ceiling of $600 million. The solicitation will be posted no less than 7 days after the publication of this special notice, with direct inquiries to be made to Contracting Officers Eric J. Thomas and Amanda L. Mobley.
The purpose of this Special Notice is to outline the FBI's strategic approach to consolidating construction contract requirements while maximizing small business participation. Regions 1 and 2 will be total small business set-asides, while Region 3 will be unrestricted competition with small business subcontracting requirements. The contract will have a five-year duration, including a base year and four one-year option periods. Contractors interested in participating must carefully review the regional allocation and their specific eligibility based on the small business set-aside designations. The FBI conducted extensive market research to develop this acquisition strategy, engaging with small businesses and exploring alternative contracting approaches. The key objectives include reducing administrative burden, promoting economic efficiencies, providing a flexible contract vehicle, and ensuring rapid response to mission-critical facility needs. Potential contractors should pay close attention to the upcoming solicitation and the specific requirements for each geographic region.
