About this opportunity

The Federal Bureau of Investigation (FBI) is seeking information from vendors capable of providing aircraft mission support, maintenance, training, safety, and administrative support for the FBI's Critical Incident Response Group (CIRG) aviation operations. The requirements include program management, aircraft and avionics maintenance, ground support equipment, special mission equipment, training, logistics, inventory management, and administrative support to sustain the FBI's aircraft fleet in a safe, reliable, and fully mission-capable condition. The FBI is gathering information through this Request for Information (RFI) to facilitate acquisition planning and decision-making, but this is not a request for proposals and does not obligate the government to award a contract.

This requirement has no set-aside designation, and the NAICS code is 488190 Other Support Activities for Air Transportation with a $40 million size standard. The FBI is seeking information on the vendor's capability to provide nationwide support and experience with military/law enforcement operations and special mission aircraft. Responses are due by April 22, 2024, and should not exceed 10 pages. The government reserves the right to incorporate proposed comments into the final Performance Work Statement (PWS).

To help relay the size of the scope for this effort the government estimates the Rough Order of Magnitude (ROM) will be at least $40 million dollars over 5 years of performance.

This is a Sources Sought notice. This is not a request for proposals and does not obligate the Government to award a contract. All responsible businesses, including small businesses, are encouraged to respond to this RFI. The information requested by this RFI will be used within the FBI to facilitate the decision-making process and acquisition planning. The FBI will not be responsible for any cost incurred by interested parties in responding to this RFI. Unsolicited proposals or offers of any kind will not be considered in response to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements of any future RFP regarding Aviation Support Services will not be accepted or addressed by the Government.

The purpose of this notice is to gather information to determine the availability of vendors capable of providing FBI Critical Incident Response Group (CIRG) with aircraft mission support for the full range of aviation operations, aircraft maintenance, training, safety, and administrative support necessary to sustain the FBI aircraft fleet in a safe, reliable, and full mission capable condition.

At this time, questions concerning requirements for a future RFP will not be accepted. E-mail responses to this RFI notice to Contracting Officer, Melissa Golicz at mgolicz@fbi.gov by 3:00 PM Eastern Standard Time (EST), April 22, 2024.

Capability statements shall not exceed ten (10) pages. Pages shall be standard size 8.5 x 11 inches, printed on one side (do not submit pages with print on both sides), and print shall be standard 10 point (or larger) font. The Government reserves the right to make the ultimate decision as to whether or not such proposed comments are incorporated into the final PWS. Company information shall be submitted on the attached Excel spreadsheet titled, “Aviation Services Support Info Sheet” and shall contain the following information: point of contact, address, telephone, email address, SAM.gov UEI number, as well as size category (large, small, small disadvantaged, etc). REQUIREMENTS

The (FBI) has a requirement for contractor support to provide FBI CIRG with total mission support for the full range of aviation operations for Federal Law Enforcement, to include, but not limited to: Program Management, Aircraft & Avionics Maintenance Support, Ground Support Equipment, Special Mission Equipment, Training Support, Logistical Support, Inventory Management, and Administrative Support necessary to sustain the FBI aircraft fleet in a safe, reliable and fully mission capable condition. The Contractor shall also provide aircraft parts, equipment, pilot services, IT Support for Aviation Management System(s), and special operations support as required.

Minimum capabilities must include documented evidence of experience and expertise in all of the following areas:

  1. Program Management
  2. Safety Management Systems
  3. Quality Assurance
  4. Quality Control
  5. Risk Management
  6. Aircraft Maintenance Tracking, Planning and Scheduling
  7. Aircraft Maintenance & FAA Repair Station Compliant with Part 145
  8. Aircraft Availability and Safety
  9. Inventory Management
  10. Aviation IT Systems (CAMP, CMP or Similar)
  11. Recruitment and Retention
  12. Special Operations Support
  13. Pilot and Crew Support and Training
  14. Industrial and Environmental Health and Safety Support
