Request for Quote: 2032H319RFQ-CEMS
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and no other solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) No, 2032H319RFQ-CEMS. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-101 and FAC 2005-101, effective: 26 Oct 2018.
This acquisition utilizes procedures under FAR Part 13, Simplified Acquisition Procedures and is issued as Full and Open Competition. The Government intends to award a Firm Fixed Price (FFP) purchase order to the responsible offeror whose quote conforms to this solicitation and is determined to be the best value to the Government.
The period of performance shall be Sunday through Friday for the dates below:
Preferred Dates: June 16, 2019 - June 21, 2019
Alternate Option 1: June 9, 2019 - June 14, 2019
Alternate Option 2: June 23, 2019 - June 29, 2019
The North American Industry Classification System (NAICS) code is 721110 Hotels (except Casino Hotels) and Motels, with a size standard of $32.5M. Product Service Code is X1AB: Lease/Rental of Conference space and facilities.

FAR PROVISIONS: The provisions at 52.203-18, Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements or Statements-Representation (JAN 2017); 52.209-5, Certification Regarding Responsibility Matters (Oct 2015) (Fill-in Provision must be returned with quote); 52.209-11 - Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law (FEB 2016) (Fill-in Provision must be returned with quote); 52.212-1, Instructions to Offerors - Commercial Items (Addendum to FAR Clause 52.212-1 applies to this acquisition). INSTRUCTIONS TO OFFERORS:
Each vendor shall provide a quote to this solicitation with sections indicated below. An authorized official of the firm shall sign the offeror's quote and any certifications requiring original signature. An Acrobat PDF file shall be created to capture the signatures for submission. Offerors submitting a quote shall provide the response using a font size either 11 or 12. Fonts similar to Arial, Calibri, Cambria, Times New Roman, or Trebuchet MS. Margins shall be set to either "Normal or Moderate," and the paper size shall be standard 8.5 X 11. Only electronic submissions will be accepted. No mail-in quotes. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items applies to this acquisition and offeror(s) must include a completed copy with its offer. FAR 52.212-3 can be obtained from http://farsite.hill.af.mil/vffara.htm or from https://www.sam.gov/portal/SAM/#1 if registered in SAM (System for Award Management). An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certificates electronically at SAM. If an offeror has not completed the annual representations and certifications at the SAM website, the offeror shall complete only paragraphs (b) through (i) of this provision.
FAR CLAUSES: The clause at 52.212-4, Contract Terms and Conditions-Commercial Items is hereby incorporated (Addendum to FAR Clause 52.212-4 does not apply to this acquisition). DTAR CLAUSES: The following DTAR (Agency Supplemental) clauses are hereby incorporated: 1052.201-70 Contracting Officer's Representative (COR) Appointment and Authority (APR 2015); 1052.210-70 Contractor Publicity (APR 2015); 1052.232-7003 Electronic Submission of Payment Requests (APR 2015)
EVALUATION PROCEDURES: Award will be made to the offeror determined to be the best value to the Government, price and other factors considered. Award may be made with or without discussions with the offeror. All responsive offerors that can meet the requirement may respond to this solicitation by submitting a total quote of both price and technical response. Only those offerors determined to be in compliance with the technical requirements stated in this solicitation will be considered for award. If additional information is required to support price reasonableness, each offeror may be required to provide a hard copy of their price break-down. Non-conformance with this requirement may result in the contractor's quote being deemed unacceptable. The accepted offeror agrees to allow the Department of the Treasury to conduct an on-site inspection of offered facilities either before selection or after award. The Government will not be required, by the offeror, to inspect the site prior to award.
TECHNICAL EVALUATION FACTORS, WITH PAST PERFORMANCE, AND PRICE EVALUATION:
Offerors will be evaluated based on the following factors listed in order of precedence (Technical, Past Performance, Price). Please note that "Technical" will be evaluated as a single factor even though it is broken down in four areas. All four areas should be addressed in the offeror's technical response.
Factor I - Technical:
Meeting Space: Flexibility of meeting space, availability of meeting space as requested, quality of meeting space, location of meeting rooms and proximity of meeting rooms to each other. A Department of the Treasury representative may schedule a site visit to validate size and quality of meeting space and accommodations.
Venue Quality: Last renovation/update, site visit observations (if applicable), literature descriptions, Event Planner feedback, if available.
Location: Proximity to downtown, proximity to a major airport, proximity to a metro/light rail, variety of restaurants within walking distance (not to exceed 3-4 normal city blocks) in a safe area.
Added Value: Complimentary/Discount Morning/Afternoon Breaks, Other Food and Beverage Discounts, Discount to Attendees on Food Outlets, Complimentary/Discount Guest Room Internet, Complimentary/Discount Meeting Room Internet, Complimentary Airport Transfers, Complimentary/Discount Shuttle Service, Room Upgrades at Government/group rate, Complimentary Guest Rooms, Complimentary/Discount Parking, and other complimentary considerations.
Factor II - Past Performance: At minimum, three (3) references shall be provided for events of similar size and scope from the US Government and private sector that have been held in the offered facility within the last two (2) years. Contractors with no past performance will not be deemed unacceptable.
Factor III - Price: The Government will evaluate price as received in the attached SECTION II: Price/Cost Schedule.
