SECTION III: STATEMENT OF WORK
PART 1
GENERAL INFORMATION
1.0 BACKGROUND INFORMATION
The FATF is the global standard-setting body for anti-money laundering and counter terrorist financing (AML/CFT). Organized by the G7 in 1989 to focus on money laundering, the FATF has grown to include nearly 40 members and its mandate has expanded to include terrorist financing and proliferation financing as well as money laundering.
In addition to the FATF, there are nine FATF-style regional bodies (FSRBs) that, together with the FATF, contain members from almost every country in the world. There has been increased recognition of the FATF’s significance as an international body and the recommendations that have been implemented within both the public and private sectors. Treasury, TFI/TFFC specifically, was asked to assume Presidency of the FATF in 2019 on behalf of the United States.
The U.S. assumed the position as the 30th FATF President in June 2018 and will remain in the presidency through June 2019. Mr. Marshall Billingslea, Assistant Secretary for Terrorist Financing and Financial Crimes of the U.S. Department of the Treasury was confirmed as the U.S. FATF President at the FATF Plenary meeting on June 27, 2018.
The FATF conducts the bulk of its work three times a year at plenary sessions. The FATF President is required to host one plenary session in their jurisdiction during their term. The U.S. seeks to host the U.S. Plenary in June of 2019. Historically, approximately 600 delegates have attended this week-long session and working group meetings.
The Department of the Treasury is sponsoring a six (6)-day conference on the topic of Financial Action Task Force (FATF) Working Group and Plenary Meetings. Expected attendance will be approximately 600 people. The meeting format will consist of:
1. One Plenary session for the entire group;
Three additional breakout sessions each consisting of approximately 150-200 people. Additionally, there will be several smaller conferences rooms and offices required for a total of 22 rooms needed over the course of the event. Some meetings will be multi-day, and some will be single day, allowing the same room to be used for multiple meetings on different days, in some cases.
The Plenary session room may also be utilized as one of the Breakout sessions.
1.1 OBJECTIVES
The primary objective of this requirement is to secure conference and meeting space in one of the listed cities found in section 1.3, “Venue Location,” for one of the listed “Period of Performance” under section 1.2 and in accordance with paragraphs 1.5.1 through 1.5.22, under section 1.5 “Meeting Space.”
Additionally, the Government seeks optional quotes for:
a. Sleeping rooms as detailed in section 1.6;
b. Audio Visual equipment as detailed in section 1.7;
c. Food and Beverage (Catering) as detailed in section 1.8.
1.1.1 Type of Contract: The Government anticipates a firm fixed price contract with tiered pricing. Tiered pricing will be set on a range of potential attendees. Please see Section II, Price/Cost Schedule.
1.2 PERIOD OF PERFORMANCE:
The period of performance shall be Sunday through Friday for the dates below:

Setup Date: Rooms shall be made available one day prior to the start of the conference, based on the week offered by the vendor.
A walkthrough of the space may be required and will be scheduled with the awardee based on Treasury and venue availability.
1.3 PLACE OF PERFORMANCE (Venue Location):
Venue should be located within regional area of one of the following cities:
Dallas, TX Houston, TX Miami, FL Orlando, FL Tampa, FL Detroit, MI
This conference will have a significant international presence. Preference will be for a venue with proximity to a major airport. Close proximity to shopping and restaurants is also required.
1.4 HOURS OF OPERATION:
The venue meeting space shall be available on a 24-hour hold. Exact meeting times will be set and provided to venue following award of contract.
1.5 MEETING SPACE:
The hotel facility shall accommodate an estimated 600 attendees with the following event space. All meeting space shall accommodate attendee visibility without pillars or other structures that may obstruct the view of presentations, and 12 feet or greater ceiling. Specific meeting rooms to be utilized for each meeting below should be identified within the proposal.
The cancellation fees will not be in effect if the space is resold by the Hotel/Venue. In the event of cancellation, the Hotel/Venue will, in good faith, resell the space in the Group's block before selling space in their regular inventory. In lieu of any damages in the event of cancellation, the group would have the opportunity of rebooking the event over available dates within eighteen months of the original event date.
The anticipated contract identifies and specifies the function space for this event by name and location. The anticipated contract also specifies the dates and times for which the space is being held, including set-up times and 24-hour holds. Under no circumstances shall the Hotel/Venue change these specifications without the consent of the Contracting Officer’s Representative (COR)/meeting planner identified in this contract.
Hotel/Venue will promptly notify COR of any significant construction or remodeling to be performed in Hotel/Venue during the Event. Hotel/Venue will endeavor to keep such activity from distracting or interfering with the use of meeting rooms or other facilities to be used during the Event. If it is reasonably anticipated that there will be a significant interference, Hotel/Venue will arrange comparable meeting and guest room facilities at a nearby Hotel/Venue.
Hotel/Venue agrees that it will maintain the level of service, product offerings and amenities, in effect at the time of execution of the anticipated contract, and these will exist and be in effect at similar or better levels for the dates of this event to accommodate guests’ needs. Should the COR/meeting planner be concerned that the Hotel/Venue would be unable to comply with any/all of these performance requirements, the COR and Contracting Officer (CO) will send to the hotel, in writing, a detailed list of its reasonable items of concern. This written document will need to be received by the Hotel/Venue four weeks prior to the arrival date of the group. The Hotel/Venue will then have 10 days upon receipt of the document to reply back to CO and COR with the hotel’s proposed resolutions. If CO and COR does not feel that the Hotel/Venue had adequately addressed the issues upon completion of the program, the Hotel/Venue and CO or COR will come to a mutually agreed upon rebate to the master account.

1.6 SLEEPING ROOMS - OPTIONAL:
This portion of the contract is optional based on venue availability. Guest rooms must be individual private sleeping rooms. Payment shall be the sole responsibility of each participant. Lodging rates PREFERRED not to exceed the prevailing federal government rate for selected area. Individuals will book their own reservations by a cut off-date. The Treasury Department will not be responsible for any sleeping rooms not picked up.
Sleeping rooms shall be made available on the weekday, based on the “1.2 PERIOD OF PERFORMANCE” offered by contractor:

Note: Sleeping room rates will be listed on the contract at zero ($0) cost to the Government. As stated, rooms will be paid for by individual guests.
1.7 AUDIO VISUAL - OPTIONAL:
This item is optional. The Government may decide not to exercise. If offeror provides an AV response, the quote must include service charges, labor fees, union labor fees and any other applicable fees.
WI-FI for all guests in meeting space is required. Complimentary WI-FI is preferred. Guests will be responsible for WI-FI in their sleeping rooms.

1.8 CATERING:
This item is optional. The Government may decide not to exercise but is requesting a separately priced response. If offeror provides a quote for catering, the quote must include service charges, labor fees, union labor fees and any other applicable fees.
1.8.1 Sunday – Tuesday: Service for 0 – 300 guests

1.9 SECURITY:
The Department of the Treasury anticipates significant security measures for access to meeting space, including magnetometers and armed security officers. Awardee shall agree to allow security setup and access.
PART 2
DEFINITIONS & ACRONYMS
CO – Contracting Officer:
A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
COR - Contracting Officer’s Technical Representative:
An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

4.1 General: The Contractor shall furnish all supplies, equipment, materials, facilities, and services required to perform work under the anticipated contract that are not listed under Part 1 of this SOW.
