About this opportunity

The National Institute of Standards and Technology (NIST) is seeking to procure a two-axis, high-bandwidth, high-resolution fast steering mirror system for use in scanning confocal photoluminescence microscopy research within their Microsystems and Nanotechnology Division. The system must meet specific technical requirements including a +/- 10 milliradians mechanical motion range, 1 microradian RMS mechanical resolution, closed-loop motion control, and 200 Hz bandwidth, with total dimensions not exceeding 250mm x 100mm x 280mm and a mirror diameter of at least 1 inch. The procurement is structured as a firm-fixed-price purchase order under simplified acquisition procedures with four Contract Line Item Numbers covering the primary system, extended warranty options, systems with digital and analog mirror control, and transportation fees. Evaluation will be based on technical capability (most important factor), past performance, and price, with quotations originally due August 18, 2025, but extended to August 20, 2025 at 12:00 PM Eastern Time. Offerors must submit technical quotations demonstrating capability, past performance information from the last three years, separate pricing quotations, and complete required representations and certifications electronically to the specified contracting personnel.

This solicitation does not utilize any set-aside designations and is open to all qualified contractors under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees. No incumbent contractors or current providers are identified in the solicitation materials, nor are specific award values or budget ranges disclosed by the government. The procurement requires delivery of a single fast steering mirror system within 24 weeks after receipt of order, with payment contingent upon successful installation, acceptance, testing, and demonstration of performance meeting all technical specifications. Performance will take place at NIST's facility in Gaithersburg, Maryland, where the system will support cryogenic optical microscopy and spectroscopy research on quantum emitters in nanophotonic cavities. The contract includes a standard one-year warranty requirement, with extended warranty options available for consideration based on competitive pricing.

Fast Steering Mirror System

Vendor Questions on Specifications

RESPONSE EXTENSION TO AUGUST 20,2025

Question 1

For the require #7, The mirror head shall have dimensions of 250 mm x 100 mm x 280 mm (width x depth x height) or less to be accommodated in an anticipated scanning confocal microscopy setup.  Is the mirror dimensions or total dimensions of the FSM?

NIST Response

This is the total dimension of the FSM (mirror + steering mechanism, controller excluded).

Question 2

If #7 is total dimensions of the FSM, then what is the actual mirror size that needs to be attached to the FSM?

NIST Response

The mirror itself needs to be at least 1 inch in diameter.
