STATEMENT OF WORK

TITLE: Procurement of a Fast Steering Mirror System

LAB REQUESTING SERVICE: Nanofabrication and Measurement Group, Microsystems and Nanotechnology Division, Physical Measurement Lab

Research Need:

The Microsystems and Nanotechnology Division (MND) within the National Institute of Standards and Technology’s (NIST) Physical Measurement Lab (PML) develops integrated microsystems by advancing the state of the art in nanofabrication, thereby enabling the transfer of NIST measurement technologies to the industrial, academic, and government communities.

The MND’s Nanofabrication and Measurement group performs cryogenic optical microscopy and spectroscopy measurements of solid-state defect quantum emitters in chip-based silicon nanophotonic structures. A two-axis, high bandwidth, high resolution fast steering mirror system is required for scanning confocal photoluminescence microscopy of various types of quantum emitters in nanophotonic cavities. with a replaceable mirror.

Technical Requirements:

The system shall meet or exceed the technical specifications identified below. All items shall be new. Prototypes, first articles, demonstration models, used, refurbished or otherwise developmental systems, will not be considered for award.

1. The system shall consist of a fast steerable mirror head and controller unit.

2. The steerable mirror head shall support a replaceable mirror. A replaceable mirror is required to allow for optimal reflectivity for different wavelength ranges, reflecting the different wavelength ranges of the devices and quantum emitters to be investigated.

3. The mirror shall be steerable around two independent rotation (tip and tilt) axes centered on a single pivot point in the mirror head.

4. The tip tilt mirror motion shall be achieved based on voice coils, piezoelectric actuators or equivalent.

5. The mirror head shall incorporate motion sensors based on a strain gauge or equivalent, with an angular resolution of 1 microradian or less.

6. To ensure the highest mirror motion reliability regarding stability and pointing accuracy, the system shall allow closed-loop motion control.

7. The mirror head shall have dimensions of 250 mm x 100 mm x 280 mm (width x depth x height) or less to be accommodated in an anticipated scanning confocal microscopy setup.

8. The full range of the mirror mechanical motion shall be of +/- 10 milliradians or more.

9. The mirror RMS mechanical resolution shall be of 1 microradians or less.

10. The mirror RMS mechanical motion repeatability shall be of 5 microradians or less over the full motion range.

11. The linearity error shall be of 1 % or less.

12. The mirror scanning bandwidth under closed-loop operation shall have a small-signal 3 dB bandwidth of 200 Hz or more.

13. The mirror motion shall be controlled with analog electronic signals from the controller box.

14. The controller box shall allow either direct digital programming of the mirror motion control signals or shall accept a low-voltage analog control signal. Better consideration will be given to systems offering both digital and analog mirror control from the controller.

Standards of Acceptance: The NIST TPOC or COR shall review (list deliverable) and respond with an acceptance or request for revision email to the Contractor Point of Contact (POC) within XX days/weeks of receipt of deliverable. This section applies to deliverables which must be reviewed and approved for acceptances (draft plans, drawings, etc.)

Warranty:

The contractor shall warranty the entire system for a period of a minimum of (enter required warranty term) after receipt of the equipment and shall be in accordance with terms in FAR 52.212- 4.

Standard 1-year warranty is required. Options for extended warranties should be considered depending on price.

Inspection/Acceptance:

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

NIST may choose at its discretion to forego this part of acceptance testing.

A visual inspection of the equipment will be performed by the NIST TPOC to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.

Ownership of the equipment shall transfer to NIST upon acceptance by the Government.

The Government will test, inspect, and accept or reject the equipment within (insert working days it will take to inspect, accept or reject) of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.

Inspection will be performed on-site, with imaging and free-space and optical fiber-based photoluminescence spectroscopy of known samples performed.

Packaging/Marking:

No special packaging is needed

Freight/Shipping Charges:

All shipping arrangements and costs are handled by the vendor. Shipping will be included in the system price.

Schedule (Required Delivery Date/Period of Performance):

Delivery shall be FOB Destination to NIST Gaithersburg Building 216/E102 and shall occur not later than twenty-four (24) weeks ARO

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

PAYMENT SCHEDULE

Advance payment is not authorized. The Contractor must invoice in arrears according to the payment schedule. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after installation and acceptance by the TPOC of fully installed system, AND

2. After the successful completion of the testing requirements set forth in this document under section set forth in this document, AND

3. After successful demonstration by the instrumentation that it performs IAW the technical requirements set forth in this document AND

4. After receiving an invoice submitted properly, IAW the purchase order terms and conditions.

NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
