About this opportunity

The United States Air Force, 96th Test Wing at Eglin Air Force Base, is conducting market research to identify Commercial-Off-The-Shelf (COTS) hyperspectral imaging systems capable of meeting or exceeding government specifications in a "Brand Name or Equal" acquisition. The requirement centers on advanced Short-Wave Infrared/Mid-Wave Infrared (SWIR/MWIR) spectral imaging systems designed for remote detection, measurement, and real-time spectral analysis of materials and dynamic events in field-testing environments. Key technical requirements include spectral performance within specified infrared ranges, high-speed data acquisition capabilities to capture transient events, a fully integrated turn-key system with ruggedized hermetically sealed sensor heads, three interchangeable telescope assemblies (x0.5, x2, x6 magnification), co-aligned visible-light cameras for bore sighting, GPS/IRIG-B interface capability, and dedicated control and analysis computers with operational software. Evaluation will focus on whether proposed systems meet or exceed the government's salient characteristics, including focal plane array specifications with zero dead pixels and minimum scan rate performance across various spectral resolutions. Interested parties must submit a capabilities statement providing clear and convincing evidence of their ability to meet all outlined requirements, with responses due by March 30, 2026.

This procurement carries no small business set-aside designation. The Air Force is seeking one base system with an option to purchase one additional Mid-Wave Infrared/Long-Wave Infrared (MWIR/LWIR) system, making a maximum procurement of two units if the option is exercised. The base system specifications require a spectral range of 1.5-5.5 micrometers with a detector pitch of 350 micrometers and an 8x8 focal plane array, while achieving minimum scan rates ranging from 3 spectra per second at 1 cm⁻¹ resolution to 71 spectra per second at 32 cm⁻¹ resolution. The optional MWIR/LWIR system would operate within a 2.0-12 micrometer spectral range with identical performance specifications. The procurement includes requirements for a 64-bit Windows 11 or Linux acquisition computer, manuals, and on-site installation and training for the base system, with the optional system requiring user manuals only. No specific budget range or award value has been disclosed in this pre-solicitation notice.

Notice text

The United States Air Force, 96th Test Wing at Eglin Air Force Base, is conducting market research to identify sources capable of providing "Brand Name or Equal" Hyperspectral Imaging Systems (HIS).

The requirement is for one (1) Commercial-Off-The-Shelf (COTS) Short-Wave Infrared / Mid-Wave Infrared (SWIR/MWIR) system, with an option to purchase one (1) additional Mid-Wave Infrared / Long-Wave Infrared (MWIR/LWIR) system. These instruments are required for the remote detection, measurement, and real-time spectral analysis of materials and dynamic events in a field-testing environment.

This is a Brand Name or Equal acquisition. The Government has identified a specific product that meets its minimum technical requirements; however, this notice is intended to identify all sources capable of providing an "equal" solution. To be considered "equal," a proposed system must meet or exceed the Government's salient characteristics, which include, but are not limited to:

  • Spectral Performance: The ability to operate within the specified infrared spectral ranges (SWIR/MWIR for the base system, MWIR/LWIR for the option).

  • High-Speed Data Acquisition: Must achieve specified minimum scan rates at various spectral resolutions to capture data from transient events.

  • Integrated Turn-Key System: Must be a complete solution including a ruggedized, hermetically sealed sensor head, a set of three interchangeable telescope assemblies (x0.5, x2, x6), a co-aligned visible-light camera for bore sighting, a GPS/IRIG-B interface, and a dedicated control and analysis computer with operational software.

  • High-Fidelity Imaging: The Focal Plane Array (FPA) must meet minimum size requirements and contain zero dead pixels.

Interested parties should respond to the Sources Sought notice by submitting a capabilities statement that provides clear and convincing evidence of their ability to meet these and all other requirements outlined in the full announcement.
