About this opportunity
The Department of Agriculture Agricultural Research Service is seeking a contractor to provide and deliver an equivalent to a Greenheck Model USF-33 Universal Single Width Fan for the Reverse Osmosis System at the National Biological Control Laboratory (NBCL) Building #80 located in Stoneville, Mississippi. The contractor must provide all equipment, labor, parts, and materials necessary to complete the project. Interested offerors are encouraged to conduct a site visit prior to submitting a quotation, which is due by 3:00 pm CDT on May 13, 2024. Quotations will be evaluated based on technical acceptability, past performance, and price to determine the best value for the government.
This is a Total Small Business Set-Aside contract under NAICS code 238220 with a $19.0 million size standard. The period of performance is estimated to be from May 28, 2024 to July 12, 2024, with work hours of Monday through Friday, 7 AM to 4 PM. Q1. In executing this project, can one superintendent fulfill the supervision, safety, and QAQC roles?
A1. This is just a supply project. The only work that will occur on site is delivery in a designated location. Therefore one person can fulfill all roles listed in the SOW.
Q2. Are contractors required to issue a contract specific QA/QC Plan?
A2. No. Since this is a strictly a supply project, the contractor will need to have all necessary handling equipment and will be in charge of their own means and methods of unloading and storage. No written plan is necessary.
Q3. Are contractors required to issue a contract specific Safety Plan?
A3. No. Since this is a strictly a supply project, the contractor will need to have all necessary handling equipment and will be in charge of their own means and methods of unloading and storage. No written plan is necessary.
Q4. Is this project tax exempt?
A4. Generally, purchases and leases made by the Federal Government are immune from State and local taxation.
Q5. Can the serial number of the existing fan be provided? If no serial number can be provided, can a photo of the nameplate be provided?
A5. We are in the process of trying to find the serial number or nameplate. We know that it is a Greenheck USF-33 fan with the specifications listed in the SOW.

Quotation must be valid for at least 60 days after receipt of quotation.
Rejection of Quotation. Failure to demonstrate compliance will be cause to reject the quotation without further discussion. All responsible sources may submit an offer and will be considered.

The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quotation conforms to the specifications that will be the most advantageous to the Government in accordance with FAR 13.106-2 considering three major areas: technical acceptance, past performance and price. Quotations will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quotation represents the best value as a whole. The Government has the discretion to accept other than the lowest priced quotation that provides additional benefits.

This is a combined synopsis/solicitation for commercial items/commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Request for Quotation (RFQ) are being requested, and a written solicitation document will not be issued.
The solicitation number is 12405B24Q0156 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2024-03.
This is a Total Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 238220, Plumbing, Heating, and Air Conditioning Contractors. The Small Business Size Standard is $19.0mil.
Contractors must be registered in System for Award Management, (SAM), prior to submitting a quotation. Registration is free and registration can be completed online at www.sam.gov/portal/public/SAM.
Seeking Contractor for the following:
- Shall provide all equipment, labor, parts, and materials necessary to install the equivalent to a Model: USF-33 Universal Single Width Fan for Reverse Osmosis System for The National Biological Control Laboratory (NBCL) Bldg. #80 located at the USDA, ARS, Jamie Whitten Delta States Research Center (JWDSRC), Stoneville, MS. Work shall be performed in accordance with attached Statement of Work (SOW).
Site Visit: Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.
