About this opportunity
The Library of Congress is seeking a contractor to provide continued development for embARC, a free, open-source software tool that enables users to audit and correct embedded metadata for digital file formats like DPX, MXF, and FFV1. The solicitation requires developing new features based on user feedback, implementing support for content authentication and provenance, and updating DPX functionality to comply with revised FADGI guidelines. The contract will cover both command-line interface (CLI) and graphical user interface (GUI) versions of embARC, with key objectives including routine maintenance, bug fixes, and exploring documentation methods for digital audiovisual collection content authenticity. The Library will evaluate proposals using a best-value trade-off approach, with technical approach and corporate capability weighted more heavily than price. Proposals are due by May 15, 2025, and must be submitted electronically to specified Library of Congress contracting personnel.
The solicitation is not set aside for any specific group and is open to all qualified contractors. The current incumbent is Audio Visual Preservation Solutions, Inc., holding contract LCLGD22C0043 valued at $234,750.00, with a performance period from 9/8/2022 to 6/30/2025. The new contract is structured as a three-year agreement with a base year and two one-year option periods, potentially totaling up to $7.5 million. The place of performance is Washington, DC 20540, and the contract will run from July 2025 to June 2028. The project falls under the NAICS category 541512 (Computer Systems Design Services) and PSC category DA01 (IT and Telecom - Business Application/Application Development Support Services), targeting contractors with expertise in software development, metadata management, and digital preservation technologies.
