About this opportunity

The Air Force Test Center, under the Department of the Air Force Materiel Command, is issuing a Request for Information (RFI) to gather industry input on comprehensive facility support services for the Arnold Engineering Development Complex (AEDC) at Arnold Air Force Base in Tennessee, with additional support locations in White Oak, Maryland, and Moffett Field, California. The procurement encompasses six major service areas: Security Services, Command Control and Communications, Fire and Emergency Services, Base Supply and Cargo Movement, Vehicle Operations and Maintenance, and Environmental Safety and Occupational Health. Prospective contractors must demonstrate capability in these functional areas through detailed responses addressing corporate information, relevant contract experience, service area capabilities, recommendations on contract structure, risk identification and mitigation strategies, and innovative technologies or practices for service delivery improvement. The RFI is strictly voluntary for planning purposes only and does not constitute a commitment to issue a formal solicitation; responses will not affect a firm's ability to submit an offer when a solicitation is released. Interested parties must submit their capability statements by April 3, 2026, at 10:00 Central Daylight Time to Ms. Erica Anglin and Ms. Bethany Hill in Microsoft Word or Adobe PDF format, with proprietary information handled in accordance with applicable government regulations.

This is an RFI with no set-aside designation, and the current contractor is the incumbent FSS II contractor under contract FA9101-19-C-1000. The scope of work is substantial, involving 24/7 operations throughout the year with a workforce managing security operations including armed personnel and explosive detector dogs, fire and emergency medical services with specified response times, a vehicle fleet of 81 special purpose vehicles and 313 pieces of equipment, and a base supply warehouse managing over 2,000 assets while processing approximately 2,600 shipments annually. The contract requires comprehensive compliance with 84 mandatory and guidance documents and the delivery of 84 distinct reports, plans, procedures, and assessment documents on specified schedules. While no specific award value is disclosed in the RFI, the complexity and scope of services suggest a substantial multi-year contract supporting a critical national aerospace ground test facility. The RFI does not specify contract duration or budget range, indicating that the government is still in the planning stages of developing its formal solicitation strategy.
