About this opportunity

The U.S. Army Corps of Engineers Engineering Support Center Huntsville has issued a Request for Information (RFI) for the Facilities Repair and Renewal (FRR) Design Build VII project. This RFI serves as a market research initiative to identify qualified construction firms under NAICS code 236220 (Commercial and Industrial Building Construction) with a small business size standard of $45 million. The notice specifically targets building construction capabilities across multiple international regions including the Middle East/North Africa, Asia/Pacific, Europe, and Remote/Island locations. The government emphasizes that this is strictly an information-gathering exercise and not a solicitation, with no reimbursement provided for response preparation costs. The RFI seeks to assess industry capabilities for construction projects in various foreign jurisdictions while evaluating the potential use of Project Labor Agreements (PLAs) for projects over $35 million.

The primary purpose of this RFI is to gather comprehensive information about contractor capabilities, particularly regarding work in foreign locations under Status of Forces Agreements (SOFAs), and to validate a proposed acquisition approach involving three contractor suites: 8(a), Small Business, and Unrestricted. Contractors must respond to a detailed 15-question questionnaire covering topics such as PLA experience, labor availability, schedule impacts, compliance requirements, and specific capabilities in listed countries. Responses are due by 12:00 Noon Central Time on July 8, 2025, and must be submitted via email to specified contracting personnel with "FRR Design Build VII RFI" in the subject line. The government is particularly interested in small business participation and is considering reserving awards for small businesses, including 8(a) concerns. All work will require compliance with U.S. Army Corps of Engineers safety requirements, federal and local laws, and host nation requirements for overseas construction projects.
