About this opportunity

The Federal Aviation Administration Logistics Center (FAALC), under the Department of Transportation, is conducting a market survey to identify vendors capable of providing advanced data modernization and artificial intelligence integration services. The procurement seeks a secure, scalable data integration and analytics platform that can accommodate multiple data sources while supporting FAALC's technological modernization objectives. Key requirements mandate full compliance with federal AI governance policies including Executive Orders 13859, 13960, and 14319, as well as OMB Memoranda M-21-06 and M-26-04, ensuring AI capabilities are trustworthy, lawful, transparent, auditable, and performance-driven. The platform must be deployment-ready at contract issuance with evidence of successful similar deployments, integrate Foundry software and services for efficient data management and real-time processing, and include Forward-Deployed Engineers (FDE) to provide consulting services tailored to FAALC's unique requirements. The pre-solicitation notice was posted on January 21, 2026, with responses due by February 4, 2026; this market survey is for information-gathering purposes only and does not constitute a formal Screening Information Request or Request for Proposal, with all participation occurring at vendors' own expense.

This procurement carries no small business set-aside designation and involves no identified current contractors or incumbents. The contract scope includes software licenses for a proprietary off-the-shelf Foundry-based platform estimated at 20 cores initially with access for up to 100 users, along with Core Engineer Services for deployment and integration. The platform must support data ingestion from multiple sources including S3, HDFS, Oracle, SQL Server, Teradata, and SAP/Sybase, with derived data product identification required within 45 days of award. Required capabilities encompass FedRAMP moderate-level authorization, advanced analytics including machine learning and collaborative analysis environments, comprehensive training in multiple formats, and 24/7/365 online support with preventative maintenance. Specific deliverables include monthly project reports, project schedules due within 30 days of award, platform documentation at award, data source documentation within 90 days of award with quarterly updates, and annual contract closeout assessments, with performance occurring primarily at contractor facilities supplemented by authorized remote work and FAA site visits for training purposes.

Notice text

THE FEDERAL AVIATION ADMINISTRATION LOGISTICS CENTER (FAALC) IS CONDUCTING A COMPREHENSIVE MARKET SURVEY TO IDENTIFY BUSINESSES CAPABLE OF PROVIDING ADVANCED DATA MODERNIZATION AND ARTIFICIAL INTELLIGENCE (AI) INTEGRATION SERVICES. THIS INITIATIVE IS CRUCIAL FOR ENHANCING THE FAALC'S TECHNOLOGICAL INFRASTRUCTURE. OUR GOAL IS TO ESTABLISH A SECURE, SCALABLE DATA INTEGRATION AND ANALYTICS PLATFORM THAT CAN ACCOMMODATE VARIOUS DATA SOURCES WHILE ALIGNING WITH OUR MODERNIZATION OBJECTIVES.

Please note that this market survey is intended solely for information-gathering purposes. It is not a Screening Information Request (SIR) or Request for Proposal (RFP). Information submitted will remain confidential and proprietary information will be protected if appropriately marked. The FAA will not cover any costs incurred in responding to this survey; participation is at the vendors' own expense.

Requirements:

The FAALC mandates that the software be fully compliant with federal policies on AI adoption and governance, including Executive Orders 13859, 13960, and 14319, as well as Office of Management and Budget (OMB) Memoranda M-21-06 and M-26-04. This ensures that AI capabilities are trustworthy, lawful, purposeful, performance-driven, accurate, secure, resilient, and fully auditable with governance controls, while adhering to federal principles of truth-seeking, transparency, and ideological neutrality.

The platform must be deployment ready at the time of contract issuance and should have evidence of successful, similar deployments. Businesses are required to demonstrate their ability to integrate Foundry software and services, ensuring efficient data management, real-time processing, and compliance with federal regulations.

The FAALC needs a system to be able to provide an appropriate FDE Model (Forward-Deployed Engineers) to understand their unique problems and build tailored solutions on the spot, acting as a consultant as well as a tech provider. In addition, the system should act as an ontology-driven Foundry Operating System unifying complex, siloed data into a single, actionable model.

The North American Industry Classification System (NAICS) codes and size standards for this effort:

NAICS – 541512, Computer Systems Design Services Size Standard – $34.0
