About this opportunity

The Federal Aviation Administration (FAA) anticipates soliciting a multi-phase Safety Culture Assessment and is conducting market research first, with responses due November 2, 2026. The notice's Set Aside line reads "No Set-Aside Used," but the description states that the FAA will choose either unrestricted competition or a set-aside for small businesses, service-disabled veteran-owned small businesses, or SEDB/8(a) firms based on survey responses, and the acquisition strategy is not yet determined. The attached Q&A file, dated October 26, 2026, lists women-owned small business and HUBZone set-asides among the options under consideration, and states that an RFP is anticipated with no award date finalized.

The work is coded NAICS 541612 and PSC R431 and will be performed at vendor locations and various FAA locations. It covers an FAA workforce of approximately 45,000 employees across an agency-wide climate survey, an environmental scan of existing data, site visits at three to five pilot locations selected collaboratively with FAA organizations and labor representatives, and coordination with leadership and labor unions. The anticipated period of performance is 12-18 months under a single base period firm-fixed-price structure, with an optional Post-Assessment Transition and Implementation Support task priced separately. Key deliverables due at Month 10 include the Assessment Results Report and de-identified data files.

The contractor must host the survey platform, which must be FedRAMP-authorized and meet FAA IT security, data privacy, and Section 508 standards. Survey data must remain de-identified, and raw transcripts and recordings are prohibited from delivery. Personnel accessing FAA IT systems, sensitive data, or facilities must pass FAA personnel security background investigations. Offerors need three to five years of cumulative organizational culture or safety assessment experience, and advanced degrees in related fields are acceptable as equivalent expertise.

No budget range has been provided. Responses are due by email in PDF format: a capability statement of maximum 10 pages, corporate capabilities documentation of maximum 5 pages, and a Rough Order of Magnitude cost estimate of maximum 2 pages. The FAA will not pay for response costs, and participation in informational sessions does not guarantee future business.

**Answers to industry questions have been attached to this notice**

The Federal Aviation Administration (FAA) is conducting market research to identify capable businesses (Large, Small, Service-disabled veteran-owned small businesses and 8(a) certified firms) to perform a multi-phase Safety Culture Assessment. The contractor will evaluate organizational culture factors affecting FAA’s safety management and oversight capabilities through four key activities: administering an agency-wide climate survey with secure data handling, conducting an environmental scan of existing data and best practices, performing qualitative site visits at 3 to 5 pilot locations, and coordinating project requirements with leadership.

The responses to this RFI will help determine the acquisition strategy and whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or Socially & Economically Disadvantage Business (SEDB/8(a)) certified firms.

The acquisition strategy for the procurement has not been determined at this time; however, either an unrestricted competition or a set-aside will be chosen depending on the responses to this Market Survey.
